2 FOCUS ON 3 QUESTIONS DO WE NEED WASTE TARGETS AND OF WHAT KIND? WHY THE 50% OBLIGATION OF THE WASTE FRAMEWORK DIRECTIVE MUST BE REVIEWED? WHICH GLOBAL TARGETS FOR MUNICIPAL SOLID WASTE?

3 DO WE NEED WASTE TARGETS AND OF WHAT KIND ? A waste policy without targets is unclear and create uncertainties for all the waste stakeholders A waste hierarchy (which is the main basis of the EU waste policy) without targets is non-effective For the implementation of a waste hierarchy at 5 levels we need 5 kinds of targets

EU27: 500 kg/inh % Dry recycled: 24% % Composted: 18% DRY RECYCLING AND COMPOSTING PERFORMANCES 2009 ( EUROSTAT) The highest rates for recycling were reported by Germany ( 48 %, 274 kg per capita), Sweden ( 36 %, 171 kg per capita) and Belgium (36 %, 175 kg per capita), whereas Austria ( 40 %, 235 kg per capita) and the Netherlands ( 28 %, 144 kg per capita) reported the largest shares of composting.
