2 2 Background Trespassing is a nationwide safety challenge for railroads –Collisions involving Pedestrians and Vehicles NCTD staff is focused on increasing awareness through outreach and enforcement

3 3 Risk Pedestrians walking near or crossing tracks, causing safety concerns for the railroad: Pedestrian safety Operations safety

4 4 Risk Motorists bypassing warning devices and crossing tracks, causing safety concerns for the railroad: Motorist/vehicle safety Operations safety

5 5 Perception The movement of trains can be deceiving to pedestrians: Trains appear to be traveling much slower than their actual speed Trains appear farther away than they actually are Wind drafts caused by moving trains can knock a person off balance if too close and unaware of a passing train Trains can be surprisingly quiet, especially with the presence of the ocean and around curves Pedestrians appear unaware that they are trespassing when on railroad property

6 6 Plan As part of the ongoing Railroad Safety Campaign: Identify “hot-spots” along railroad ROW Prioritize areas to focus efforts Develop and deliver awareness and educational materials Foster partnerships with Communities and like- minded organizations Initiate awareness and enforcement efforts at top priority locations Continuous improvement through “lessons learned”

7 7 Strategies The Three “E’s” E ducation: Public outreach, Social media, “face-to-face” E nforcement: Advisements, Warnings, and Citations E ngineering: Additional signs and devices, fencing, other improvements
