1 Japanese Beetle Quarantine in Colorado EFFECTIVE JANUARY 1, 2010 Pursuant to section 35 – 4 – 110 C.R.S. of the Colorado Pest Control Act

2 What is a Quarantine? “A restraint upon the activities or the transport of goods designed to prevent the spread of disease or pests.” Japanese Beetle (JB) is most commonly transported to new locations with soil surrounding nursery plants.

3 Why? To protect Colorado by reducing the introduction of Japanese Beetle into our State. Reduce damage to susceptible crops and landscape plants. Allow nurseries to continue to export stock to non-infested States

4 What does this quarantine mean to you? It has no effect on what you ship out! –Still must meet criteria for shipment of plants to CA, UT, NM, AZ, WA, OR, ID, MT, NV and WY –No changes It only affects plant material being brought into Colorado

5 Who? ANYONE importing perennials and woody plant material from States EAST OF COLORADO and the Provinces of ON, QC are affected by this quarantine.

6 What? Soil, compost, manure All plants with roots (in soil) –Root balls or containers larger than 12 inches Bulbs, corms, tubers and rhizomes –Exempt when free of soil Grass Sod Ornamental grasses and sedges (regardless of size)

7 How do these plants enter Colorado? Imported plants must have documentation/certific ates from the importing State’s Department of Agriculture. Certificates must state one of the following : –Plants were grown in an area free of JB based on negative trapping. –Plants were grown in a nursery accredited to be free of JB. –Plants were treated with approved insecticides.

8 What happens if quarantine is violated? CDA will inspect records If imported plant material does not meet quarantine criteria: –Importer can be fined $1000 per violation (plant or product brought into CO) –Penalties will not be assessed until 2011 One year of education/compliance assistance
