Review of section 7 in the Guidelines Draft with a reference to general comments on the whole guidelines Tu Wanli Xin Anjing Pesticide Eco-Alternatives Center 540 Bai Yun Road, 501 Jie Cheng Building, Kunming, Yunnan, 650224 P. 2 Section 7 Information, Education, Communication and Training Communication with the public and the food industry in emergency situations is an increasingly important component of the national food-safety system Informing the public and the food industry about trends in food and foodborne diseases is an emerging role of government authorities. Giving consumers advice regarding how to avoid food poisoning is an educational function of the national food-safety program. Pesticide Eco-Alternatives Center

pesticide-related food safety issues are different from those related to foodborne diseases Pesticide are widely use Pesticide residues Informing the public Pesticide Eco-Alternatives Center

Section 7 On-going training for inspectors, laboratory personnel, and the food industry is critical to ensure that existing inspection programs are prepared to handle emerging hazards and to integrate new technologies to reduce hazards. Consumer education and training also is very important Pesticide Eco-Alternatives Center

Promoting consumer participation through communication, education & training

General Comments & Suggestions on the Guidelines we wish for special chapters in this Guidelines or separate chapters in the Guidelines to state special points of food safety issues related to pesticide residues on food, and solutions to solve these problems. Pesticide Eco-Alternatives Center

Pesticides have so widely been applied to food crops and to stored food since decades ago. Pesticide users and producers think that pesticide use is very reasonable Chronic poisonings will perhaps result in more serious healthy problems in a long run than acute poisonings related to pesticide residues on food, but it is not easy to be measured in the short term compared with the acute poisonings Pesticide Eco-Alternatives Center

we very clearly know the sources and origins of problem food related to pesticide residues in most situations because most of food supply come from around our cities where lots of pesticide overused. Too many people think that pesticide use aims to protect crops and is very reasonable, while know little about healthy impacts (specially chronic) of pesticide residues on food. Pesticide Eco-Alternatives Center

all pesticide producers, too many scientists, technicians and officials encourage farmers to use pesticides on crops, as well as support production of pesticides. is so difficult to control pesticide use on crops because it needs a set of much more complicated technological system related to ecologically friendly alternatives and ecosystem restoration. It is relatively easy to detect foodborne diseases on food, but not easy to detect residues of all pesticides on food Pesticide Eco-Alternatives Center

Suggestion Establishing independent sector for pesticide related food safety in national food safety system Connecting the safe food campaign with pesticide reduction campaign at national level and global level Strengthening education and training in pesticide risks for farmers, consumers and policy makers Reforming the rural technique extension system Developing the appropriate policy to advance ecologically friendly alternatives and ecosystem restoration technology at national level and international level Pesticide Eco-Alternatives Center

Pesticide Eco-Alternatives Center Promoting consumer participation through communication, education & training There are many problems in our food safety system. For example, the existing food safety system is not very effective in controlling pesticide residues on food.Pesticide-related food safety issues are very different from those related to foodborne diseases(see submitted comments on the Guidelines). Among all problems, a very big problem is the lack of consumer participation in pesticide-related food safety issues. Therefore communication, education and training is of very very importance to promote consumer participation in food safety campaign.

Pesticide Eco-Alternatives Center The acute & chronic poisonings resulting from pesticide residues on food are very common(see our report for details) It is very urgent to establish an effective mechanism to control pesticide residues on food in our food safety system
