1 D2.5 and task 2.3 Designing a Financial model for the glider component in GOOS: Action plan What are the cost to build and operate a National glider observatory infrastructure. –D5.7 will give us the analytical cost information How these costs are presently covered by GROOM partner’s –The excel table in progress will be soon sent for a last check –Summary of National Financial Work Estimation of the additional/reduction costs of a future Euro Glider RI (EGRI)? –Designing the different EGRI options (degree of integration, shared components, …) –Estimation of the costs (based on EuroArgo approach) How can we support these costs ? –Designing financial model

2 FGIR* Analytical costsInvestment Salary Data Management Functionning Glider purchasing Sensor purchasing innovation Exemple of the present French Financial Model of the Glider Research Infrastructure European project - IFREMER CNRS (80%) IFREMER (20%) – national commitment – to be secure? - Allenvi, CNRS, and other « guichet - National and European Project -« Ticket modérateur » ( marginal cost) only - TNA (consolidated cost) – Funding systems Up to now, via project funding and partner’s agency (CNRS, DGA, IRD, IFREMER, UPMC) - Today it is the duty of the RI. Project funding

3 Step 1.1 : Consolidate the National financal commitment for the Glider RI. - Check the status of each National commitment. - ESFRI scheme will force toward intgration of MRIs ? Step 2 : Establishing a long term European Contribution - ESFRI roadmap (Euro-argo, EMSO, EMBRC) include others - Join already existing European Observing System project with high scientific consistency with gliders (FIXO3, JERICO, GROOM, HF radar) Defining a strategy to reach a sustainable financial modal

4 Designing a sustainable financial model for an European Glider Research Infrastructure National commitment to support these costs, TNA Project funding European funding project STEP 1 STEP 2 EGRI European funding commitment European regional funds ? National research funding commitment, monitoring programs, (industry ?) Project funding (national calls, european calls, TNC etc.) EGIR Functioning costsInvestment Salary Data Management Functionning Glider purchasing Sensor purchasing innovation Funding systems
