2 The Republican Centre for Technology Transfer (RCTT) was founded in May 2003 under the auspices of the State Committee on Science and Technology of the Republic of Belarus (SCST), the National Academy of Sciences of Belarus, the United Nations Development Programme (UNDP) and the United Nations Industrial Development Organization (UNIDO) in the framework of the project of the Belarusian Government, UNDP and UNIDO Developing an Infrastructure to Support Innovation Activity in the Republic of Belarus.

3 RCTT’s PRIMARY GOAL is to promote the cooperation between developers and users of high technologies and potential investors.

4 TASKS SET FOR RCTT  Forming and maintaining the information databases meant for serving clients in the technology transfer sector;  Providing RCTT’s clients with access to the international databases dedicated to technology transfer, research and development;  Assisting innovation activity agents in development and promotion of their innovation and investment projects;

5 TASKS SET FOR RCTT  Instructing and training specialists in research- and innovation-related entrepreneurship;  Establishing RCTT’s regional innovation offices in the country, with the aim to create a unified national network of technology transfer centres;  Assisting and promoting the international scientific and technical cooperation and exchange specialist.

6 RCTT OFFERS ITS SERVICES TO  innovation activity agents in the Republic of Belarus,  foreign companies and investors.

7 RCTT’s SERVICES RENDERED TO BELARUSIAN INNOVATION ACTIVITY AGENTS Search of technologies, professionals, business partners and investors in Belarus and abroad, assistance in preliminary arrangements concerning contracts, in establishing of joint ventures; Assistance in development and preparation of innovation and investment projects. Putting the information on the projects in the UNIDO and IRC formats on RCTT’s e-portal, in the specialized databases, particularly in the UNIDO Exchange network system, Russian Technology Transfer Network (RTTN), European IRC network, foreign agencies, media and published editions;

8 RCTT’s SERVICES RENDERED TO BELARUSIAN INNOVATION ACTIVITY AGENTS Development of business plans to meet the requirements of UNIDO and the Ministry of Economy of Belarus; Organizing RCTT clients’ participation in exhibitions, conferences, seminars and other events in the innovation activity sphere; Organizing and delivering refresher, upgrading and advanced training courses, seminars and workshops for the personnel of industrial enterprises, scientific institutions, institutes of higher education, SMEs.

9 RCTT’s SERVICES OFFERED TO FOREIGN COMPANIES AND INVESTORS:  Search of technologies, partners and specialists, assistance in preliminary arrangements related to contracts, support of establishment of joint ventures on the territory of Belarus;  Provision of information about projects initiated by Belarusian organizations;

10 RCTT’s SERVICES OFFERED TO FOREIGN COMPANIES AND INVESTORS:  Putting information about the projects being offered by RCTT’s foreign partners (in the UNIDO and the IRC formats) on the e-portal of RCTT;  Organizing negotiations with Belarusian business partners;  Preparing personal sojourn programs for people of business coming to Belarus.

11 INFORMATION RESOURCES OF RCTT A Web portal of RCTT (http://ictt.by) has been created, with the several subject sections and databases as follows: “National Database of Innovation and Investment Projects” comprising a cyber exhibition, “Future Technologies” subsection, the Catalogue of Innovation Projects and Elaborations of the SCST presenting more than 500 projects; “Technology Foresight”;

12 INFORMATION RESOURCES OF RCTT “Industry of the Republic of Belarus”; “Small and Medium Business in Belarus”; “Innovation Enterprises of Belarus” subdivided into “Products”, “Technology Offers” and “Technology Requests” subsections; ”Proposals from Foreign Partners” comprising subsections “Products”, “Technology Offers” and “Technology Requests”;

13 INFORMATION RESOURCES OF RCTT “Databases of Science and Technologies in Belarus and Abroad”; “Free Economic Zones in the Republic of Belarus”; “Investment and Venture Funds”; “Legislation” covering the laws and regulations applicable to the innovation activity and intellectual property fields in Belarus and Foreign Countries; “Commercialization”, the section with model contracts related to conveyance of industrial property, etc.

15 INFORMATION RESOURCES OF RCTT DOWNLOADABLE ELECTRONIC GUIDE BOOKS AND MANUALS OFFERED TO RCTT'S CLIENTELE:  Standards to be met by images submitted to RCTT's cyber exhibition and “Products” section;  Manuals for preparing projects in the format set by Russian Technology Transfer Network (RTTN);  Documents used by Belarusian economy agents: model agreements, constitutive business documents, reference documents pertaining to taxation, bookkeeping and accounting procedures, bank transactions;

16 INFORMATION RESOURCES OF RCTT DOWNLOADABLE ELECTRONIC GUIDE BOOKS AND MANUALS OFFERED TO RCTT'S CLIENTELE:  Manual Regulations and Procedures of Selection and Implementation of Innovation Projects Funded by Belarusian Innovation Foundation;  Regulations and Procedures of Establishment of Innovation Enterprises with Academtechnopark Innovation Association.

18 RCTT’s ACHIEVEMENTS  RCTT has covenanted for technology transfer services with more than 70 Belarusian state-owned organizations, private enterprises and individuals. The National Academy of Sciences, Belarusian State University, Belarusian National Technical University are among the Centre’s clients.  RCTT’s offices have been opened at the United Institute of Informatics Problems with the National Academy of Sciences of Belarus and at Eridan Private Company in Homel; four regional offices have been established in Navapolatsk, Brest (Belarus), Hrodna and Homel.

20 RCTT’s ACHIEVEMENTS  With the support rendered by RCTT, more than 600 Belarusian specialists have been trained and instructed in various fields of innovation management at 38 local and international workshops, seminars and exhibitions in Austria, Germany, India, China, Poland, Russia, Ukraine, Czech and other countries.  In the technology transfer domain, RCTT has signed agreements with 19 organizations representing Great Britain, Germany, China, Republic of Korea, Poland, Armenia, Kazakhstan, Russia.

21 NEAR-TERM OUTLOOK It has been planned to create branch offices of the RCTT at all directing agencies that are currently running the government scientific and technical programmes (GSTP), as well as at the institutes with the National Academy of Sciences of Belarus. It is imperative to ensure efficient and large-scale commercialization of science-intensive and hi-tech- based products being created under the framework of the state-run scientific and technical programmes.

22 NEAR-TERM OUTLOOK The branch offices shall focus mainly on: online maintenance of the databases of innovation projects, the cyberexhibition, replenishment of the section "Products" (presenting their institutes’s products) on the e-portal of RCTT (http://ictt.by); placing requests for partners and technologies from the GSTP-directing agencies and institutes on RCTT’s Internet portal (http://ictt.by) in an online mode; preparing exhibit models, prototypes, advertising booklets, leaflets and posters of the programme- directing agencies and institutes for demonstration and distribution at exhibitions; ensuring prompt and efficient communication and feedback between RCTT, the GSTP-directing agencies and the institutes of the National Academy of Sciences.

23 EXPECTED RESULTS  Formed-up and constantly updated National Database of Innovation Projects and Products by the Institutes of the National Academy of Sciences and the Executive Agencies Directing the Government Scientific and Technical Programmes.  The personnel of RCTT’s branch offices trained and skilled in preparation of technology-related projects, able of maintaining and updating their databases on the e-portal of RCTT.
