4 BASIC STEPS FOR SUBMISSION OF A REQUEST Review the existing cadre of the institution Identify the essential posts on priority basis Submit duly completed F.R.71 form & other relevant documents to the DMS with the recommendation of the Chief Secretary Provide Justifications and relevant documents

5 STEPS FOLLOWED BY MSD IN APPROVING A POST Examine the F.R. 71 applications Obtain recommendations from relevant institutions Obtain clarifications from the Chief Secretaries (if necessary) Discussions with relevant institutions (if necessary) Grant approval

6 FILLING OF VACANCIES As per the MSD 36, 36(1) circular, identify the vacant posts and the dates Chief Secretaries are authorized to fill the vacancies after 30 th June 2006, based on the above circulars Eg: PL, MN,MT,SL vacancies due to retirement, death, resignation, vacation of posts etc. Other vacancies should be filled with the approval of the MSD

7 FACTS TO BE CONSIDERED IN REVIEWING THE CADRE Duration for Cadre Review : 25.02.2011 -25.05.2011 Assess the cadre requirement based on the approved cadre as at 31.12.2010 Study the cadre requirement with the scope of the Provincial Councils & identify essential posts, taking into consideration of the Policies and development objectives of the country

8 Cont……… Suppress unnecessary posts and / or create essential posts Provide sufficient justifications for creating new posts Clearly mention the designation, service, salary group etc. of the already approved cadre Indicate designations as per the approved service minutes Uniformity of posts to be maintained among Provincial Councils

9 Cont……… Request for posts on performance basis Avoid requesting permanent cadre for the services which can be outsourced Avoid requesting permanent cadre for projects and community based programmes Request for “Pool” of Cadre for which work can be assigned as per the desire of the Head of the Institution ex:- drivers, labourers etc.

10 Cont……. Maintain a data base Prepare Schemes of Recruitment and assign duties accordingly, to improve the efficiency of the cadre Prepare job descriptions for all the posts If approved posts are vacant for a long period, it is necessary to reconsider the requirement of such posts
