PHASE I APPROACH VNAV for all existing non-precision instrument approach procedures at Part 139 airports All new approach procedures NOT ILS will be RNAV (with a few exceptions) FAA will support industry initiatives for RNP procedures for RNP < 0.3 TERMINAL Continue expansion of RNAV procedures Basic accuracy is RNP 2

PHASE II APPROACH –RNAV MINIMA BASED ON GLS (WAAS) –RNP <0.3 APPROACHES INTRODUCED –RF SEGMENTS ADDED TO RNAV APPROACHES PROVIDED IN ADDITION TO STRAIGHT LEG TRANSITIONS –PUBLIC LAAS APPROACHES INTRODUCED POSSIBLE SUPPORT FOR CAT II/III TERMINAL –RNP-1 ACCURACY REQUIRED FOR ALL CLASS B AIRSPACE FOR IFR OPERATIONS –SURVEILLANCE MAY BE DEPENDENT OR INDEPENDENT –RNP-X RNAV INTRODUCED FOR PUBLIC PROCEDURES BUT WILL REQUIRE “SPECIAL AUTHORIZATION”

PHASE II EN ROUTE BELOW FL290 –RNP-4 WILL BE PRIMARY NAV ACCURACY VALUE –VICTOR AIRWAYS TO BE PHASED OUT CONCURRENT WITH BUILD DOWN OF NAV AIDS –A/C NOT FILING RNAV MUST HAVE AN ALTERNATE MEANS OF NAV –AT THE END OF PHASE II, RNAV SYSTEMS MEETING RNP-4 ACCURACY WILL BE MANDATORY EN ROUTE AT & ABOVE FL290 –RNP-4 WILL BE PRIMARY NAV ACCURACY VALUE –JET AIRWAYS WILL BE PHASED OUT CONCURRENT WITH BUILD DOWN OF NAV AIDS –ADDITIONAL ROUTING FLEXIBILITY TIED TO EXPANDED USE OF CONTROLLER DECISION SUPPORT

PHASE II OCEANIC –RNP-4 RNAV WITHIN U.S. FIRS –RNP-2 RNAV FOR WATRS, CARIBBEAN, GULF OF MEXICO SOME REQUIREMENTS MAY NOT BE APPLICABLE TO STATE AIRCRAFT

PHASE III APPROACH –RNAV APPROACH PROCEDURES MANDATORY LANDING MINIMA BASED ON RNP RNAV/BARO VNAV OR GLS (WAAS/LAAS) WHERE GROUND BASED NAV AIDS REMAIN, THOSE NAV AIDS MAY SUPPORT INSTRUMENT APPROACHES TERMINAL –RNP-1 RNAV MANDATORY IN CLASS B AIRSPACE –RNP 0.3 RNAV MAY BE USED WHERE ADVANTAGEOUS –SURVEILLANCE MAY BE DEPENDENT OR INDEPENDENT

PHASE III EN ROUTE BELOW FL180 –RNP RNAV AVAILABLE BUT NOT MANDATORY –PUBLISHED RNAV ROUTES REMAIN –FREE FLIGHT AVAILABLE IF REQUESTED EN ROUTE AT & ABOVE FL 180 –RNP-2 RNAV MANDATORY FOR ALL AIRCRAFT –FREE FLIGHT AVAILABLE CONTINGENT ON OPERATING ENVIRONMENT –FREE FLIGHT MANDATORY AT THE END OF PHASE III
