3 HQDA Rear Detachment Report
Helpful Hints Use unit alpha rosters (AAA162) to identify all assigned Soldiers with correct ND category. Ensure that remarks column is detailed, self explanatory. Have supporting documentation for every ND Soldier on hand. (i.e. have an updated copy of all profiles available for review.) Identify all WOBC and OBC on the HQDA Rear Det Report list as LT. The total of categories 2.c.(1) through 2.c.(7) on the HQQDA Rear Det Report should equal the total number of Soldiers assigned to the unit as reported in eMILPO. eMILPO Soldier/Mass Soldier availability deployment tracking modules will be utilized to update the Total Army Personnel Database (TAPDB), which will serve as the database of record for Soldier availability status. Soldiers who are not available to their units for more than one reason will be reported in only one personnel availability category. Commanders should report the soldier in the category that most accurately depicts the compelling, dominant, or decisive reason for non-availability (the most difficult factor to resolve). If a Soldier has multiple non-available issues then the command will also list additional non-deployable reasons in the remarks column. Dental CAT 4s are not included as Non Available. These issues are normally corrected during the SRP process.

4 Deployment Cycle, in reference to this document is LAD-180 thru 50% +1 Soldiers redeployed.
Units within the Deployment cycle need to identify those Soldiers Deployed, SRP Complete or SRP incomplete. Units not in the Deployment cycle will annotate Soldiers that have met all SRP requirements within the last 90 days in the Available(SRP Complete) column. Those Soldiers that the Command feel are deployable but have not met all SRP requirements within the last 90 days will be recorded in the Available (Pending SRP) column. Permanent/Temporary: Non-available category totals must match totals that come from systems of record, i/e eMILPO, EDAS, MEDPROS, TOPMIS and DA PAM 220-XX (see code sheets) Late Deployers: Late deployers are Soldiers that are deploying soon, however, were left behind at the Commanders discretion (i/e wife having a child within 60 days of deployment) will go in the “Available Late Deployer” column. Not Deploying: Rear Detachment numbers populate at LAD-180 while Redeployed at end of unit mission and Assigned for Reset will populate once unit starts their redeploy cycle. Deployed or Deploying Soldiers eMILPO Availability Status eMILPO Availability Reason / AR Code Definitions To avoid double counting, Soldiers who are not available to their units for more than one of the reasons listed below will be reported in only one category. If more than one of the personnel availability categories apply to the same Soldier, commanders should report the Soldier in the category that most accurately depicts the compelling, dominant or decisive reason for non-availability (that is, the most difficult factor to resolve). Reference AR & DA PAM 220-XX. Deployed or Deploying Soldiers Deployed Unit Mission DEP None Soldiers deployed in support of the unit deployment (includes internal transition teams and AAB/MB-SFA/RAB augmentees assigned to the BCT). Available (SRP Complete) Soldiers who have completed all SRP and training requirements and are ready to deploy. This is the status all Soldiers should achieve prior to their deployment. Available (Pending SRP) SIT IN Soldiers identified to deploy who have no known non-available conditions but have not yet completed an SRP. In eMILPO, IN will be used to identify In-Processing Soldiers only. PS Soldiers identified to deploy who have no known non-available conditions but have not yet completed an SRP. In eMILPO, PS will be used to identify Soldiers (other than those who are In-Processing, "IN") who require an SRP before they are fully ready to deploy.

7 Non-Deployer & Late Deployer Codes
Permanent Non-Deployers & Late Deployers AWOL NAT AW Soldier is Absent Without Leave (AWOL). Reference DA Pam 220-XX. Legal Processing LD Soldier is pending administrative/legal discharge or separation. LI Soldier is under investigation by a military, civil, or criminal investigation activity. LR Soldier is under arrest and/or being held in confinement by military or civilian authorities. LZ Soldier is pending action by military or civil courts. Lautenberg Amendment NAP LA Soldiers known to have, or Soldiers whom commanders have reasonable cause to believe have, a conviction of a misdemeanor or felony crime of domestic violence are non-available for missions that require possession of firearms or ammunition. In areas where hostile fire pay is authorized, a secondary mission for all units is defense against attack. This secondary mission precludes the deployment of offenders to these areas. Reference DA Pam 220-XX. Missing/Prisoner of War NAP / NAT MP Soldiers whose duty status is currently Captured, Interred, Missing, Missing in Action (MIA), or Duty Status Whereabouts Unknown (DUSTWUN) should be reported in this category. Additionally, Soldiers who are former prisoners of war or hostages are ineligible for assignment or deployment to a country where formerly held captive (Soldier may waive this restriction). Soldiers to whom this applies should also be reported in this category. Reference AR , table 3-2. Sole Survivor / Surviving Family Member SS A Soldier who has acquired sole surviving son and/or daughter status or surviving Family member status is considered permanently non-deployable to combat duty or to Hostile Fire Areas (HFA). Reference AR 220-1, AR , AR , and AR Conscientious Objector CO Soldiers with an approved conscientious objector (1–A-O; non-combatant duty) status are deployable only to areas where duties do not involve handling of weapons (these Soldiers should be reported as NAP / CO in eMILPO). For pending applications, Soldiers who have submitted a conscientious objector application will continue to be available for deployment in connection with a contingency operation or selective/partial/full/total mobilization except as follows: The General Court-Martial Convening Authority (GCMCA) may, at its discretion, excuse the Soldier from deployment when the Soldier has an application pending at the Department of the Army Conscientious Objector Review Board (these Soldiers should be reported as NAT / CO in eMILPO). Once a Soldier submits a formal application for conscientious objector status, the Soldier’s eligibility for OCONUS deployments not ordered in connection with contingency operations or selective/partial/full mobilization will be determined in accordance with AR 614–30, table 3–1. Permanent pg 2 PCS SPR PC Soldiers with HQDA reassignment orders who: will PCS prior to the implementation of Stop Movement; are exempt from Stop Movement policy in accordance with current published Stop Movement guidance; or have an HQDA-approved exception to Stop Movement policy. Retirement RT Soldiers who have an approved retirement date and will not deploy with the unit or have returned from deployment. For units subject to Stop Loss, this includes Soldiers who: will retire prior to the implementation of Stop Loss; are exempt from Stop Loss policy in accordance with current published Stop Loss guidance; or have an HQDA-approved exception to Stop Loss policy. For units not subject to Stop Loss, this includes Soldiers who: will not deploy with the unit because the approved retirement date is within six months of Latest Arrival Date (LAD); or have returned from deployment in order to transition for retirement. Once Transition Leave starts, Soldiers will be reported under Transition Leave, "LS." ETS ET Soldiers who have an approved Expiration Term of Service (ETS), Release From Active Duty (REFRAD), resignation, or other separation/discharge date and will not deploy with the unit or have returned from deployment. For units subject to Stop Loss, this includes Soldiers who: will separate prior to the implementation of Stop Loss; are exempt from Stop Loss policy in accordance with current published Stop Loss guidance; or have an HQDA-approved exception to Stop Loss policy. For units not subject to Stop Loss, this includes Soldiers who: will not deploy with the unit because the approved separation date is within six months of Latest Arrival Date (LAD); or have returned from deployment in order to transition. Once Transition Leave starts, Soldiers will be reported under Transition Leave, "LS." Retirement/ETS and PCS (RT/ET/PC) – Soldiers with an approved date remain in this category until they start terminal leave. When Terminal leave starts move these Soldiers to the Leave/TDY column, NAT/LS codes. Absent Without Leave (AW) DFR date for each Soldier should not exceed 30days. Once Soldier reaches 30 days AWOL status ensure that unit submits a DFR and remove from the HQDA Rear Det report. Retirement/ETS and PCS (RT/ET/PC) – Soldier has approved date but has not started terminal leave. For units outside of the Deployment Cycle: Soldiers will not be counted as ETS non-deployables until they are no longer eligible to re-enlist. Soldiers will not be counted as PCS non-deployables until they have approved PCS orders. Soldiers will not be counted as Retirement non-deployables until they have an approved retirement date from HRC.

9 Non-Deployer & Late Deployer Codes
Temporary Medical Readiness Class 3A Medically deployable within 30 days. May include Dental Class 3. Timeframe allows for medical treatment of abnormal screening tests. Soldiers with known medical deficiencies who are not reflected in eMILPO as MRC 3A or 3B should be reported in the appropriate category (MRC 3A or 3B); unit commander must ensure that the medical database of record (MEDPROS) is updated with current information so that the appropriate status will be reflected in eMILPO for future reports. Reference DA Pam 220-XX and AR Medical Readiness Class 3B Medical requirements will take more than 30 days to correct. May include the following: Soldiers wih temporary profiles exceeding 30 days; Soldiers with P3/P4 profiles that have not been adjudicated by an MMRB/MEB/PEB; Pregnant Soldiers; Hospitalized Soldiers; or Soldiers found unfit but continued in COAD status. Soldiers with known medical deficiencies who are not reflected in eMILPO as MRC 3A or 3B should be reported in the appropriate category (MRC 3A or 3B); unit commander must ensure that the medical database of record (MEDPROS) is updated with current information so that the appropriate status will be reflected in eMILPO for future reports. Reference DA Pam 220-XX and AR Soldier Under 18 NAT CS Soldiers under the age of 18 will be considered unavailable. Child Soldiers Protocol signed by POTUS and ratified by U.S. Senate in December 2002 prohibits Soldiers under the age of 18 from direct participation in hostilities. To ensure compliance with the protocol, Army policy prohibits Soldiers under the age of 18 from being assigned or deployed to duty stations outside the continental United States (CONUS), Alaska, Hawaii, Puerto Rico, or territories or possessions of the United States. Reference DA Pam 220-XX and AR Family Care Plan FP Soldiers requiring Family Care Plans (FCP), as outlined in AR , paragraph 5-5, will be considered unavailable if there is no evidence of a current, validated Family Care Plan (FCP). Soldiers will be considered unavailable until the Commander approves a new or revised FCP or the Soldier is separated, as applicable. Reference DA Pam 220-XX and AR Parenthood PA Adoption. A single parent or one member of a military couple adopting a child is non-available for six months after the child is placed in the home. Adoptive parents should be reported in this category throughout the administrative stabilization. The Soldier may waive the deployment restriction, and the commander may authorize additional stabilization (beyond six months). Reference DA Pam 220-XX and AR PD Postpartum Operational Deferment. Military mothers of newborns are non-available for six months after childbirth. Military mothers should be reported in this category after expiration of the postpartum profile but prior to expiration of the administrative stabilization. Pregnant Soldiers and Soldiers on postpartum profiles should not be reported in this category; they should be reported under the appropriate Medical Readiness Classification (MR3A or MR3B). Male Soldiers on paternity leave or commander-approved deployment delays for the pending birth of a child should not be reported in this category; they should be reported as Available Late Deployers (DL). The Soldier may waive the deployment restriction, and the commander may authorize additional stabilization (beyond six months). Reference DA Pam 220-XX and AR

10 Non-Deployer & Late Deployer Codes TCS / Deployed Other Mission
Temporary pg2 TCS / Deployed Other Mission NAT TC Individual Soldiers who have proceeded on a TCS move will be considered assigned but not available to the home station/unit. Reference DA Pam 220-XX. DP Individual Soldiers who have deployed separately from the unit are considered unavailable unless, in the judgement of the commander, the individual can return and meet an operational deployment requirement. When determining whether or not the Soldier can return, the commander must consider the type of deployment the Soldier is on, the proximity of the deployment, and who decides if the Soldier returns to the parent unit. If the Soldier is determined to be available to the parent unit, then the parent unit must notify the unit of attachment to preclude double counting of the Soldier’s availability. Reference DA Pam 220-XX. Leave / TDY LS Transition Leave. Soldiers who are on transition leave whom the commander will not call back from terminal leave for deployment with the unit. Reference DA Pam 220-XX. LT Other Leave / TDY. Soldiers currently absent on leave or Temporary Duty (TDY) in highly exceptional circumstances which would, in the opinion of the commander, prevent the Soldier from being recalled and/or prevent the Soldier from rejoining the unit in order to meet the unit’s operational deployment or specific mission requirements. HQDA considers "within 72 hours" as a reasonable criterion; however, the responsible ACOM/ASCC/DRU and/or DARNG/NGB, when applicable, may establish more demanding criteria for their rapidly-deployable, forward-stationed or special mission units. Reference DA Pam 220-XX. Terminal Leave/Transition Leave (LS/LT) Soldiers must be on terminal leave. Terminal Leave/Transition Leave (LS/LT) should include Soldiers identified as TN (OBC/OCS & WOBC/WOCS) Parenthood (PD) Available Date = Childs date of birth plus six months. Unit commander must ensure that the Medical Database of Record (MEDPROS) is updated with current information so that the appropriate status will be reflected in eMILPO for future reports.

11 Non-Deployer & Late Deployer Codes Available Late Deployer
Late Deployers Dwell SPR SD Soldiers who are unable to deploy for the current unit mission because they will not exhaust prior to Latest Arrival Date (LAD), for pre-deployment reports, or have not exhausted, for deployed reports, dwell time accrued due to a previous deployment and/or dependent-restricted overseas tour. For pre-deployment reports, dwell time should be calculated as of LAD, and only Soldiers who will be dwell-restricted at LAD should be reported in this category. Twelve months is the minimum dwell time for Soldiers returning from a combat or operational deployment of twelve or more months. Six months is the minimum dwell time for Soldiers returning from a dependent-restricted tour of six or more months. Soldiers in this category cannot be deployed without a written waiver approved by the first General Officer in the chain-of-command; this applies to both voluntary and involuntary dwell waivers. Reference AR TSIRT / IRT SIT TS Soldiers who have not completed Theater Specific Individual Readiness Training (TSIRT), Individual Readiness Training (IRT), or other training required for deployment who will deploy late solely because of a training requirement. Available Late Deployer ARC DL Soldiers will be reported in this category if they have no known non-available conditions in accordance with DA Pam 220-XX and/or the Rear Detachment Report but will deploy late. Examples may include paternity leave, commander-approved deployment delays for the birth of a child, or other Family considerations. Available Late Deployer (DL) – Soldiers whom the Commander has allowed to stay in Rear until all medical or administrative family issues have been resolved. TSIRT/IRT (TS)– Soldiers who have not completed Theater Specific Individual Readiness Training (TSIRT), Individual Readiness Training (IRT), or other training required for deployment who will deploy late solely because of a training requirement. Dwell Time (SD)– Simply all Soldiers who have Dwell time that would require a waiver to deploy. For units outside of the Deployment Cycle will not report Soldiers with Dwell Time. Soldiers with dwell restrictions that expire prior to LAD will be reported as available, unless other non-availability conditions apply. Soldiers undergoing Theater Specific Individual Readiness Training (TSIRT) will be considered non-available for deployment only if the training requirement prevents them from deploying at LAD.

12 Redeployed at End of Unit Mission
Not Deploying Code Not Deploying Rear Detachment ARC RC Soldiers will be reported in this category if they have no known non-available conditions in accordance with DA Pam 220-XX and are not expected to deploy due to assignment to Rear Detachment cadre positions. Soldiers should be reported in this category as soon as they are identified to fill Rear Detachment positions (including reports submitted prior to deployment). Soldiers assigned to the Rear Detachment who are otherwise unavailable or will deploy late in accordance with DA Pam 220-XX and/or the Rear Detachment Report will be reported in the applicable category. Redeployed at End of Unit Mission RM Soldiers who have redeployed at the end of the unit mission. Assigned for RESET AR Soldiers newly assigned at the end of the unit mission in preparation for the next RESET who will not deploy. As the Soldiers are returning from deployment, and if they have no other medical or admin non-available issues they will be counted as Redeployed at End of Unit Mission (RM). Rear Detachment (RC) - Soldiers should be reported in this category as soon as they are identified to fill Rear Detachment positions. Rear Detachment personnel will go in the RC column regardless of deployability status. Any additional ND reasons for RD Cadre need to be annotated in the Remarks column. .

13 GO Approved Dwell Waivers
HQDA Rear-D Report Total Assigned All Soldiers assigned to the unit must be accounted for in this report. Total Assigned should equal the total number of Soldiers assigned to the unit. Total Assigned = Deployed + Deploying + Non-Deployers + Late Deployers + Not Deploying+PROFIS+ADOS(ATT) SRPs Scheduled Unit Date(s) of SRP # PAX Total Scheduled All Unit SRPs scheduled within 90 days must be annotated in this block. Annotate SRPs as either Internal or through the Community SRP site. GO Approved Dwell Waivers Unit Voluntary Involuntary Total Total Approved Units must track all Soldiers that receive a Dwell Time waiver, either voluntary or involuntary, in order to deploy with the unit.
