Vehicle Use Safety Procedures Safety is the #1 priority Transportation is the greatest danger to students, faculty and employees in the college/university setting. Nationally – the leading cause of death for 15 to 20 year olds – motor vehicle crashes Implementation of new fleet safety guidelines for anyone operating vehicles in the course of college/university business or activities.

Vehicle Use Safety Procedures Primary Changes: –Establishment of minimum driver qualifications –Vehicle Use Agreement and Annual review of MVR’s –Implementation of towing training and guidelines –Implementation of high occupancy vehicle training and guidelines

Vehicle Use Safety Procedures Minimum Driver Qualifications –18 years of age –2 years driving experience –Valid U.S. or Canada license –Annual review of driver MVR –Acceptable driving record –Completion of Vehicle Use Agreement

Vehicle Use Safety Procedures Annual Review of MVR’s –MVR’s to be reviewed annually –Provides record of violations and reported accidents –MVR results to be confidentially maintained in driver’s personnel records –MVR reviewed by Risk Mgmt for driver acceptability and safety

Vehicle Use Safety Procedures Minimum Driver Qualifications –18 years of age –2 years driving experience 15 to 20 yr old account for 6.3% of the driving population 15 to 20 yr old account for 12.6% of all fatal crashes 15 to 20 yr old account for 16.0% of all police reported crashes Unfortunately, history consistently shows that young drivers have a much higher rate of accidents and fatalities

Vehicle Use Safety Procedures Vehicle Use Agreement –Provides basic driver information –Provides authorization to run an MVR –Acknowledges driver responsibilities –Signed by driver, supervisor and faculty member (as applicable)

Vehicle Use Safety Procedures Master Lock 2005 Annual Towing Survey of trailer owners/users: –57% did not know their Gross Trailer Weight (crucial in selecting the proper towing system components) –54% did not know their class of trailer hitch (again crucial in towing system) –71% admitted to being somewhat to not at all knowledgeable about proper towing practices and safety –51% do not use recommended security/safety methods

Vehicle Use Safety Procedures Master Lock 2005 Annual Towing Survey of trailer owners/users: However… –63% felt they did not need any additional information! –5% were interested in key towing safety issues –only 47% correctly used the safety chains

Vehicle Use Safety Procedures Towing Training and Guidelines –The moral of the story…trailer owners/users are generally undereducated in proper, safe towing practices. –The dangers become multiplied when drivers only sporadically tow trailers – with unfamiliar vehicles. –The solution: Towing Training and Guidelines

Vehicle Use Safety Procedures Towing Training: –Formalized training, currently in development with Customized Training (South Central College) –4 hour training course – classroom and behind the wheel –To be held at regional sites throughout the state – regional access –Ready in January of 2008

Vehicle Use Safety Procedures Towing Guidelines: –Established to assist in trailer/vehicle selection and operation –Vehicle & Trailer matching matrix –Reinforcement of what is learned in training –“Common sense” guidelines –Designed to increase safety

Vehicle Use Safety Procedures High Occupancy Vehicle (HOV) Training and Guidelines –HOV’s = 10 passengers and above –These vehicles present a unique exposure –Frequently an unfamiliar vehicle to driver
