8 ECD Picture Of the 51.7m people in SA about 7m are aged 0-6. Of these 1.3m are in ECD programs, of which around 780,000 are in Grade R. 1 There are 24,000 ECD centres, of which 18,000 are registered, of which around 9,000 are funded. 488,000 children (58%) are receiving ECD subsidy. 2 Around 60,000 women are employed in the sector. 1.The figure in 2012 was 767,865. 2.DBE 2012, pg 82 of Atmore et al 2012 Transformation Audit.

10 Infrastructure: but even worse in ECD… Audit of ECD sites in 2000 showed 23,482 sites in SA, of which only 11,420 has electricity, water and toilets. 12 How is ECD funded? 13 How is ECD funded? Teachers not employed by province  employed by SGBs. Average salary around R800 per month. 1 Grade R is funded by Edu depts: R15 subsidy per child per day for 195 school days  R7000 per month for everything 2 Pre-Grade R, ECD is funded by DoSD: R15 subsidy per child per day for 250 days. Child’s family means-tested at R3000 per month. (Centre must be registered.) 14 National Planning Commission The National Development Plan (NDP) says there should be two years of pre-school education ‘compulsory’. i.e. Two years of compulsory Grade R. 1 Access to ECD for 0-3 year olds should be ‘universal’ 2 Elsewhere the NDP is ambiguous… 3 1.NPC 2012, p 69.
