9. 5 Year District Plan = District GAS 1 st step – the districts wrote a 5 year plan with goals, objectives, activities based on the needs of district. 2 nd step – create a goal attainment scale tool for district based on 5 year plan to assess progress. The plan is assessed at mid-term and end of year by district level leadership team. 3 rd step – evaluate the outcome of plan at end of the year. (see example of district 5 year plan and GAS)
