3 RESEARCH SUPPORTED ALONG VALUE CHAINS 1. Camel and camel milk  Reseach 1 : Camel milk valorisation and distribution with producers cooperatives -- Kenya Research Institute (KARI)  Research 2.: Development of mastitis vaccine (KARI)  Research 3 : Definition of social product to improve Camel resistance to sura disease – icipe 2. Beef, goat, sheep  Research 1 :New drought tolerant type of fodder -- Kenya Research Institute  Research 2: Index Based livestock insurance for pastoralist – ILRI  Research 3: Thermo stable vaccine – KARI in collaboration with Kenya Vaccine Institute

Indigenous chicken Research 1: Improved breed of chicken (more yielding but able to feed traditionally), thermo stable vaccine for new Castle disease and adaptive measures – KARI 4. Food Crops Research 1 : Definition of the new Gadam sorghum variety and upscaling with commercial partners along value chain (KARI) Research 2 : Definition of the high protein amaranth and beginning of upscaling with development partners along value chain (KARI) Research 3.:Index Based Crop Insurance - support the definition of the insurance product and upscaling with commercial partners (Syngeta foundation)

5 RESEARCH SUPPORTED ALONG VALUE CHAINS 5. Smallholders' Commercial Crops Research 1 : Definition of two new climate smart coffee varieties (able to withstand broad variation of weather and high yielding): Ruiru 11 and Batian coffee. Upscaling with 58 coffee cooperatives – Coffee Research Institute. Research 2 : Adaptation in Kenya of fast maturing – high sucrose content cane variety and upscaling with the sugar industry – Kenya Sugar Research Foundation

6 Prevent funding duplication as well as ensure security of funding throughout the research period Make a clear distinction between a) funding the research and b) funding the scaling up measures Oblige research institute to dialogue with and to partner with potential implementers from the start Oblige research institution to develop future quality control services to implementers after the upscaling phase (when funding goes to implementers). Oblige research institutions to better communicate on research result. PROGRAMMATIC APPROACH TO RESEARCH Why a programmatic approach ?

7 PROGRAMMATIC APPROACH TO RESEARCH : EXAMPLE The International Centre for Insect Physiology and Ecology Three protocols of research under one contract (Tse-tse + push-pull + camel sura disease) A clear distinction between funding the scientific evidence (100% funding coverage) and funding scaling up (max 40% funding coverage) Co-funding from a mix of funding partners, other donors, private foundation or private company A consolidated steering committee integrating the funding partners, the associated implementing partners, the associated research partners

8 PROGRAMMATIC APPROACH TO RESEARCH : EXAMPLE The Icipe Support (Cont'd) An obligation to result in term of proven scientific evidence and handing over tested adaptive solution to implementers In total 14.5 M€ over 4 years -- EU contribution 12 M€ (8M€ to scientific research + 4 M€ to adaptive solution) May be missing: A contingency envelop to react to upcoming emergencies such as the fruit flies recently affecting import of mangos and other fruits to the EU.

9 COMMUNICATING ON RESEARCH The Issue "Based on our experience, we have found that communication of research results is often left to the appreciation of each research agency. Communication is often not adapted (un-targeted, edited in language not accessible to users, not shared in scientific fora, etc). As a result, diffusion of research results become empirical and often forgotten after sometime"

10 Development of "Operational guidelines for EU funded research and innovation contracts". Content  Research institutions must adopt measures to ensure exploitation of research results during and four years after the research period.  Research institutions must disseminate to the public and to targeted audience its research result by appropriate means and ensure open access to publications.  Scientific result licencing and transfer of usage rights.  Reference to European Charter for researchers and code of conduct in order to promote ethical behaviour in EU funded contracts. Included in the contract as "Compliance plan"

11 LESSONS FOR FUTURE FUNDING Of RESEARCH 1.Focus on developing adaptive solutions for arid and semi- arid areas 2.Ensuring that scientific evidence is obtained first before upscaling 3.Adopt a value chain approach with clear mechanisms to upscale research 4.Improve farmers knowledge and farmers linkage to commercial services 5.Integrating cohesion between research institutions and implementers in order to ensure a broad base diffusion (consortium approach) 6.Be programmatic along other funding partners.
