In principle the markets adapt to volatility, but practical difficulties are caused at a number of levels : Budget planning Producer countries for whom resource rents, including rents from natural gas extraction, are an important contributor to national budgets, find that volatile prices create major complications in planning stable budget expenditures. Customer bills. Consumers of gas — in industry and households — face mixed signals when prices are volatile. Many face economic hardship when prices are very high, but equally there are concerns that periods of low prices reduce incentives to invest in carbon- reducing energy efficiency. Volatility can cause political difficulties in consumer countries as well.

16 J OINT O RGANISATIONS D ATA I NITIATIVE A Concrete Outcome of the Consumer - Producer Dialogue Seminar on: Compilation of Natural Gas Statistics, 27 February 2012, New York, USA From a concept to an action 10 th International Energy Forum, Doha, April 2006 Ministers reaffirmed their commitment to providing timely and accurate data to JODI and envisaged co-operation in expanding, in due course, the initiative to include data of other sources of energy that are important in the world energy mix. the First IEF-IGU Ministerial Forum, November 2008 Ministers and industry leaders “discussed the relevant issue whether a mechanism of gas data reporting similar to JODI would enhance gas market transparency and encouraged the IEF Secretariat to assess with other relevant international organisations possible extension of JODI to cover natural gas data”. 11 th International Energy Forum, Rome, April 2008 Given the trend towards globalization in the gas market, it is time to progressively extend JODI to natural gas. Ministers encouraged the IEF Secretariat to take the initiative to make this happen, working together with other relevant international organizations and to report to the next Ministerial meeting, progress made in this regard. Why it’s feasible? 77 countries out of 98 countries participating oil JODI are consumers and/or producers of natural gas. Three organisations (APEC, Eurostat, IEA) already have monthly gas data reporting architecture although there are differences in degree of data coverage and of their timeliness. OLADE is working toward to establish monthly gas data collection system OPEC and UNSD show their support for the Initiative within their availability and capacity

19 J OINT O RGANISATIONS D ATA I NITIATIVE A Concrete Outcome of the Consumer - Producer Dialogue Seminar on: Compilation of Natural Gas Statistics, 27 February 2012, New York, USA - Reserves data have little market impact, - Price data is of value to players in the market only where available in the very short term, - But there is clearly room for complementary near-real-time data on supply and demand, and on levels of gas held in storage, - Import and export data will enable a complete picture to be built on the global flows and availabilities of natural gas, Market transparency will be improved by production, consumption, trade and stocks data.
