3 Background: Healthcare Homes Residential and Nursing Division  23 homes.  Located across Norfolk, Suffolk, Cambridgeshire and Central Bedfordshire.  1,000 beds.  Over 1,100 staff employed.

4 Background: Healthcare Homes Domiciliary Division T/A Manorcourt Homecare  16 branches.  3 of which are Extra Care Sites.  Specialist Dementia Day Centre.  Specialist 24/7 Live-in care team.  Branches located across Norfolk, Suffolk and Essex  Services delivered in Norfolk, Suffolk, Essex, Thurrock, Cambridgeshire, London Boroughs of Havering, Waltham Forest and Barking & Dagenham.  Approx 21,000 hours delivered per week.  Approx 1,250 service users.  Approx 800 staff employed.

7 The Current Position o We have a watching brief without getting into detailed planning. o The context of the bill is clear, but the key policy is yet to be finalised. o The devil is in the detail. We are awaiting issue of the regulations and statutory guidance in October 2014.

8 Duty towards the market o Market Position Statements. o Workforce implications. o Local Authorities taking the lead on the private pay market. Any idea of how big that market is and the likely impact?

9 Consumer Information o Headline grabbing statements i.e. £72,000 cap on cost of care. o Review / reprint and reissue our own literature. o Happy to assist in the distribution of key information from Local Authorities. o Happy to facilitate customer forums / presentation events.

10 Prevention and well-being o Resource issues for Local Authorities. Danger that their already stretched resources will be overwhelmed when self funders approach them. o Scale and complexity of tasks facing Local Authorities and the demands on capacity is a serious issue for providers. o Focus on prevention by developing our assessment process to also signpost to other services in the community.

11 Implications of changes to care funding o Rates pressures. The private market has for years cross-subsidised the Local Authority rates. o Situation re: financial top-ups. o Review and change private contracts / top-ups to ensure conformance within the new legal framework.
