1 Our Root Cause must fit into one of the following templates. (Root Cause) doesn’t exist and that creates the problem. (Root Cause) exists, but it is not being effectively implemented which creates the issue. (Root Cause) exists, or is going to exist, and is creating or will worsen the issue. 1

2 Our Goal must relate to our root cause. How do we plan on tackling the issue? (Pick One) Advocate for the creation of something that solves the problem. Advocate to change something that currently exists in order to allow it to effectively solve a problem. Advocate to fix or repeal something that is creating the problem. 2

3 Stakeholders identify all four Beneficiaries – people who are directly helped by our project Allies/Partners – people who will support our project Decision Makers – people who have the power over our focus issue Adversaries – people, not decision makers, who might/will oppose your project 3

4 Action Plan Summary complete the following template based on all the information we have gathered. To address the issue of Focus Issue and have a sustainable impact, we will convince Decision Makers to Goal. We will do this for the benefit of Beneficiaries, with support from Allies/Partners,and with efforts to win over or bypass adversaries. 4
