2 California’s new energy code applies to substantial rehabilitation and new construction. This will insure that all substantial rehabilitation and newly constructed homes are energy efficient. However, there are more non-energy efficient existing homes that are not subject to the new code. This may seem like a huge problem, but in reality it is a huge opportunity! The FHA 203K loan was designed to remedy this problem. The Attainable & Sustainable Housing Model (ASH), was created to Combine the FHA 203K loan, the Energy Efficient Mortgage (EEM) & Energy Upgrade California (EUC) to provide a highly leveraged, energy enhanced housing acquisition /rehabilitation loan program. 3 ASH © Housing Model The ASH© housing model illustrates the effects of energy efficient and sustainable home improvements on the affordability of housing. This model incorporates the FHA 203K Housing Rehabilitation Program, (203K), Energy Efficient Mortgage (EEM) and Energy Upgrade California (EUC). The net effect is a whole house approach to housing rehabilitation using credible building sciences, HUD/ FHA 203K, energy rebates financing/tax credits, and certified methods of insuring optimal residential building energy performance. 6  97% LTV  Purchase & rehabilitation cost included in one loan;  After improved value up to 110% LTV  EEM eligible up to $8,000, in energy improvements;  Up to 6 months to complete construction;  Major rehabilitation allowed. The Section 203(k) program is HUD’s primary program for the rehabilitation and repair of single family properties. As such, it is an important tool for community and neighborhood revitalization and for expanding homeownership opportunities.
