2 GRAINAU – 9th & 10 th May 2005 Franche-Comté’s case projects Local endogenous development and urban regeneration of small alpine towns ENHANCING THE IMAGE OF THE JURA MOUNTAINS Objectives : Faciliting the North/South links in the area (less blackspots) Contributing to a better identification of the Jura mountains  A quality for the everyday life : arrangements of town and village centres, improvement of village and town entries  A tourist attractiveness : enhancing the natural and architectural heritage

Enhancing the quality of the area via quality arrangements to support the tourist and economic development How ?  By raising the awareness of the potential managers of planning projects: recommendations for trafic, urban and landscape arrangements  By setting up a network : -Between the Région and the « Départements » of Doubs and Jura (two others administrative levels) : official agreement, - Between the Région and the other local levels (municipalities, groups of municipalities).

6 GRAINAU – 9th & 10 th May 2005 Franche-Comté’s case projects Local endogenous development and urban regeneration of small alpine towns ENHANCING THE IMAGE OF THE JURA MOUNTAINS The Actions  Creation of guidelines : advice and recommendations for planning projects, examples of good practices  Carrying out pilot experiences to promote the development of the whole project (creation of a leaflet in progress) : chosen given their transferable elements : 8 projects selected (4 operations, 4 studies)  Assistance to the cities or groups of cities in their planning project : Creation of guidelines : 26 projects identified, more than 13 contacts in situ (recommendations, advice for each of them)

7 GRAINAU – 9th & 10 th May 2005 Franche-Comté’s case projects Local endogenous development and urban regeneration of small alpine towns ENHANCING THE IMAGE OF THE JURA MOUNTAINS The Actions  Research for the implementation of a communication tool Why?: To reinforce the tourist attractivity by inciting tourists of Northern Europe to discover the Jura Mountains during their trip towards the South of Europe How?: by offering a product based on new technologies: console (Global Positionning System) and Personal Digital Assistant (PDA) Output foreseen: to federate the various current initiatives to work out on a common product

8 GRAINAU – 9th & 10 th May 2005 Franche-Comté’s case projects Local endogenous development and urban regeneration of small alpine towns ENHANCING THE « Petites Cités Comtoises de Caractère » NETWORK Petites Cités Comtoises de Caractère : Network of 28 cities Objectives : Promoting the specificities and characteristics of these cities by supporting a programme in favour of the enhancement of their urban, landscape and architectural heritage

9 GRAINAU – 9th & 10 th May 2005 Franche-Comté’s case projects Local endogenous development and urban regeneration of small alpine towns ENHANCING THE « Petites Cités Comtoises de Caractère » NETWORK Which Strategy ? Each city voluntarily decides to be committed to this programme which becomes the priority of the city in its municipal plan Which Methodology ? : Setting up of specific working groups gathering the local decision makers and all the authorities concerned (other qualified communities, services of the State, technicians...), To carry work out in network (with the other communities: the groups of municipalities, « Pays ») and with a concerted process (which includes the local population)

10 GRAINAU – 9th & 10 th May 2005 Franche-Comté’s case projects Local endogenous development and urban regeneration of small alpine towns ENHANCING THE « Petites Cités Comtoises de Caractère » NETWORK Number of cities engaged in the programme 4 test cities at the beginning, 17 cities for the time being Specificities of the programme Multiannual, General approach: urban, environmental, heritage, approach which takes the various uses in account Progressive and adapted: implementation by successive stages, Qualitative (obligation to select for the pre-operational study a multi-field team)

11 GRAINAU – 9th & 10 th May 2005 Franche-Comté’s case projects Local endogenous development and urban regeneration of small alpine towns ENHANCING THE « Petites Cités Comtoises de Caractère » NETWORK The case of the municipality of Orgelet General study carried out in three directions: 1. Valorisation of the architectural heritage: rehabilitation, use reallocation, bringing in light, tourist signs, 2. Public spaces arrangement : places, gardens, pedestrian and cyclist ways… 3. Accomodation: reflexion for measures concerning the private and municipal residences.

12 GRAINAU – 9th & 10 th May 2005 Franche-Comté’s case projects Local endogenous development and urban regeneration of small alpine towns ENHANCING THE « Petites Cités Comtoises de Caractère » NETWORK The case of the municipality of Orgelet Some achievements:  Creation of a pedestrian route for the discovery of the city heritage  Installation of a media library,  Rehabilitation of the site of the old castle,  Arrangement of an associative cultural space,  Rehabilitation of the Vaucluse hotel,  Arrangement of the town hall

13 GRAINAU – 9th & 10 th May 2005 Franche-Comté’s case projects Local endogenous development and urban regeneration of small alpine towns Some first findings on Franche-Comté’s projects : Pedagogy of project (between the local actors, research consultancies, partners) « Time » of the project : maturation, appropriation, completion Adaptation of the engineering according to the output foreseen a positive effect of networking: network triggers new projects which correspond to a qualitative objective
