2 Interconnection Services Issue Date 10/2003 2 Zone Pricing Special Access DS1, DS1 Diverse, SMARTRing® Service and LightGate® Service are organized into three pricing zones. The pricing zone assignments for each serving wire center is specified in NECA 4. Special Access interoffice channels, which terminate in different zones will be billed at the higher rate. When interoffice channels are provided by more than one telephone company, each telephone company’s portion of that circuit will be billed in accordance with that company’s applicable tariff.

3 Interconnection Services Issue Date 10/2003 3 Relief vs. Non-Relief Rates BellSouth has received pricing flexibility relief in certain Metropolitan Statistical Areas in their region. Pricing Flexibility MSAs are divided into 2 categories: Full Service Relief and Limited Service Relief. Full Service Relief MSAs have qualified for relief for all elements of service and are priced in Section 23 of the FCC Tariff 1. The Full Service Relief MSAs are in Section 23.2.A.1. Limited Relief MSAs have qualified for relief for all elements of service except local channels between a LEC and customer premise. The Limited Relief MSAs are in Section 23.2.B.1. Non Pricing Flexibility rates can be found in the applicable tariff section for that product, e.g. Special Access Services in Section 7.

4 Interconnection Services Issue Date 10/2003 4 Standard Mileage Rules Local Channel Mileage - From customer premise address to the serving wire center. Does not apply at the portion of the circuit that ties into collocation or the portion of the circuit when customer owned CFA is present. SAFT Mileage – From customer premise address to customer serving wire center. SAFT does not apply at collocation premises. Interoffice Channel Mileage – From A end customer serving wire center to Z end customer serving wire center, except where portion of circuit rides a higher level facility

5 Interconnection Services Issue Date 10/2003 5 Voice Grade Mileage Measurement Mileage is included in the local channel element for voice grade services from the POP to the serving wire center. The Interoffice Mileage is computed using V&H coordinate method detailed in NECA 4. The Interoffice Mileage is rounded up to the next whole mile. Standard rounding rules do not apply. The USOC for Interoffice Mileage on a voice grade circuit is 1L5XX.

6 Interconnection Services Issue Date 10/2003 6 DS1 Mileage Measurement Mileage is included in the local channel element for DS1 services from the POP to the serving wire center. The Interoffice Mileage is computed using V&H coordinate method detailed in NECA 4. The Interoffice Mileage is rounded up to the next whole mile. Standard rounding rules do not apply. The USOC for Interoffice Mileage on a special access DS1 circuit is 1L5XX or 1L5NS.

7 Interconnection Services Issue Date 10/2003 7 LightGate® Service Mileage Calculations Mileage is calculated on the airline distance between the locations involved. V & H coordinates are derived from each customer location through the use of longitude and latitude measurements. Using the V & H coordinate method set forth in NECA 4, the mileage is calculated and then converted to quarter miles. Fractions of the applicable mileage increments will always round up to the next mileage increment before determining the mileage and applying the correct rate.

8 Interconnection Services Issue Date 10/2003 8 LightGate® Service Mileage Calculations (cont’d) Local Channel Mileage is calculated per half airline mile from the customer premise to the serving wire center. The first half-mile is included with a LightGate Local Channel. –The serving wire center associated with a customer premise is the central office from which the customer premise would normally obtain a dial tone. Interoffice Channel Mileage is calculated per mile on the airline distance between the two central offices locations involved. When the mileage calculations for Interoffice Channel Mileage result in a fraction of a mile, always round up to the next whole mile before determining the mileage band and applying the rates. There is a fixed and per mile charge for LightGate Interoffice Channels.

11 Interconnection Services Issue Date 10/2003 11 SMARTRing® Service Mileage Calculations (cont’d) Alternate Central Office Channel Mileage is calculated per quarter airline mile from the customer premise to the alternate serving wire center in lieu of the wire center from which the customer would normally obtain dial tone. Interoffice Channel Mileage is calculated per quarter airline mile between two directly connected central offices on the ring. There is a fixed and per mile charge for SMARTRing Interoffice Channel Mileage.

13 Interconnection Services Issue Date 10/2003 13 Switched Mileage To determine the rate to be billed, the V&H coordinates method outlined in NECA 4 is the ruling authority. If the calculation results in a fraction of a mile, always round up to the next whole mile before determining and applying the rates. For Dedicated Transport, mileage will be calculated between customer designated points, i.e. (1) customer’s SWC and customer’s end office, (2) SWC and an access tandem, (3) SWC to a hub, (4) hub and a tandem, (5) hub to end office and (6) hub to hub For Switched Transport, mileage will be measured from the Access tandem to the end office. The USOC for Interoffice Mileage on a switched access DS1 circuit is 1L5NL or 1L5MS.

14 Interconnection Services Issue Date 10/2003 14 Switched Host Remote Mileage Measurement Where the end office is a remote switching system, BellSouth® SWA Common and/or Dedicated Transport mileage will be calculated to end office that serves as the host office for the remote (as if the host were the end office), and an additional mileage calculation will be made for a Switched Common Interoffice Channel between the host for the remote office and the remote office. A remote and a host office can be in different LATAs as long as the POP at which the traffic entered BellSouth’s network and the end office where the traffic is routed are in the same LATA. Mileage calculations will still be calculated in the same manner, even across LATA boundaries.

15 Interconnection Services Issue Date 10/2003 15 Mileage Measurement Tools An important step to know before submitting Mileage Disputes is to confirm what types of tools are being used to calculate mileage. When calculating mileage between two BellSouth central offices, the mileage points must come from the NECA (National Exchange Carrier Association) #4 Tariff. Each Wire Center has a unique set of V&H (Vertical and Hozitonal) Coordinates. These coordinates are used for calculating the airline mileage between the two serving wire centers. Do not use the street address of the BellSouth central office. When calculating mileage to an End User (Customer) address, use a tool like Telcordia Technologies’ LocateIt product, or any regularly updated Address Database that is based on GDT or Tele-Atlas Data.

16 Interconnection Services Issue Date 10/2003 16 Mileage Quick Facts Mileage is always rounded up. Standard rounding rules do not apply. NECA 4 is the authority on Interoffice mileage. Zone Pricing is explained in Section 7.4.26 of the tariff. Relief vs. Non-Relief pricing is explained in Section 23.1 of the tariff.
