Phase 1 Objectives Primary water supply from 52 wells in west Phoenix Groundwater from this area has lower TDS than wells in RID Service Area 31 wells are impacted or threatened by widespread groundwater contamination from “Superfund” site Contamination caused by Volatile Organic Compounds ROOSEVELT IRRIGATION DISTRICT

RID OBJECTIVES Mitigate VOC impacts at RID Wells to allow unrestricted operations and maximize beneficial use of water supply Protect human health and the environment by reducing exposure to VOCs Prevent further groundwater quality degradation Begin restoration of groundwater Maximize use of existing infrastructure to fast track response actions

RID’s TWO-PHASE REMEDY Cost-Effective Response Action Provides a comprehensive and effective regional pump and treat remedy that maximizes existing RID infrastructure Restores ~ 50,000 gallons per minute of impacted water supply –Early Response Action: pump and treat 10 most highly contaminated wells –Supplemental Response Action: identify best approach to address peripheral wells

EARLY RESPONSE ACTION KEY COMPONENTS Tie-in and treat 10 most contaminated wells Expediently mitigate public health exposures Prioritize pumping to maximize response action benefit; no new pumping Utilize existing infrastructure Make essential upgrades to ensure safe and efficient long-term operations Implement in 18 - 24 months

IN SUMMARY … RID pumping is not optional Current situation unacceptable ADEQ lacks financial resources to implement groundwater remedy Early Response Action will: Restore and provide treated water to RID Enhance the control, management, and cleanup of groundwater contamination Protect public health and welfare

RID Water Right Three governing agreements between RID and SRP in 1921, 1927, and 1950 Deeded existing wells and land in Fee Simple Contracts provide RID the “right” to pump groundwater for all beneficial uses into future Limits pumping to 155,000 acre-feet year Authority to convey water to RID service area codified in 1980 Groundwater Management Act
