3 Navy Urinalysis Statistics
1.17M 1.09M 934K Since FY-01, the number of Sailor positive for illicit drugs has significantly decreased. FY-07, there were 686 fewer Sailors positive as compared to FY-06. This equates to a cost avoidance of $102.9M. Increased testing is a deterrence. Source: ADMITS 3

4 Understanding Today’s Environment
Sailors are turning to prescription medication or substances other than illicit drugs Spice, Bath Salts, inhalants to name a few Oxycodone/Oxymorphone are Opiods Possibly abused meds: - Oxycontin, Percocet treat pain - Vicodin (Hydrocodone) treat pain - Xanax (Benzodiazepine) treat panic and anxiety disorder - Adderall treat anxiety (ADHD) Question: Why the increased focus? Answer: Navy Leadership has come to the realization that alcohol abuse is a contributing factor in many other incidents.

Random, Unannounced testing Strict direct observation Whizzinators Homemade devices Personnel in secured area Dilution Mandatory for all personnel A highly effective urinalysis program is comprised of the Four Critical Elements: Use Navy Drug Screening Program to conduct a random unannounced urinalysis program. We recommend testing in small numbers more often to reduce predictability. Ensure all observers are thoroughly trained to watch the urine leave the body and enter the cup and as a matter of standard procedure, check for use deceptive devices. Ensure those personnel selected for urinalysis are sequestered to a secure area, under strict observation, until they have completed urinalysis. Urinalysis is mandatory for all personnel 6

7 Urinalysis – Critical Elements
These are just a few of the items that can be found for sale on the Internet. Do a Web search on “How to beat a drug test”, you will come up with thousands of sites. No product available on the market, Internet or otherwise, will mask drugs in urine. The point to reinforce is these products, although marketed as cleansing or masking agents are nothing more that diuretics but if Sailors think there is something they can use to defeat the program, some will try

The critical elements for effective drug testing are (1) Random, Unannounced testing, (2) Strict direct observation, (3) Personnel in secured area, (4) Mandatory for all personnel. Having positive for a controlled substance, illegal substance, or a legal drug not prescribed, may be considered a drug-related incident. The Navy conducts 100% testing of the urine samples for THC (marijuana), cocaine, heroin, amphetamine, meth amphetamine and ecstasy. Urine is “pulse tested” for codeine, morphine, oxycodone and oxymorphone. Commands are required to meet Navy’s minimum monthly testing requirements of conducting 4 Random Tests per month at 15% of assigned personnel and orward samples to the appropriate Drug Screening Laboratory. Urinalysis results are forwarded to both the command and to ADMITS. If a commanding officer determines that a positive urinalysis is not a drug abuse incident (i.e., unknowing ingestion, valid prescription, etc.), the decision will be forwarded to NADAP, copy ISIC. Upon receipt, NADAP will review information and if concurs, remove the positive result from ADMITS. ADMITS data, which is entered directly from the NDSL, via FTDTLIMS, is used for both the total number of samples and for the number of positive samples. Alcohol and Drug Control Officers (ADCO) at the Echelon II, III and IV also have access to the ADMITS data and receive urinalysis results from FTDTLIMS. All NDSL feed urinalysis results to FTDTLIMS.
