2 What is WARMER STREETS? Green Deal Communities retrofit project delivered by E3 on behalf of the Warmer Streets Partnership £4 million Green Deal Communities funding awarded by DECC Supplementary funding through Scottish Power’s ECO funding Primary focus on hard to treat domestic properties in Dartford Borough and Sevenoaks District. Small non-domestic project is on-going in Dartford Town Centre. Targets to be met through: INSULATION of external walls, lofts and hot water cylinders INSTALLATION of energy efficient boilers, LED lighting, HVAC, windows & doors

3 The WARMER STREETS Process 1.EPC & Green Deal Assessment undertaken 2.WS receives Green Deal Advice Report, contractor receives technical details 3.WS receives quote from contractor (48 hours) 4.WS Offer Pack out to client (48 hours), 2 week validity period 5.Application to Green Deal Finance (if requested) 6.Contract signed, deposit paid, start date agreed. 14 days cooling off period 7.Retrofit installation process & sign off

4 PARTNERS Led by Dartford Borough Council in partnership with Sevenoaks District Council, Kent County Council and the Kent and Medway Sustainable Energy Partnership. Green Deal Assessments are completed by Agility Survey (domestic) and GreenROI (non- domestic) Green Deal Finance Applications processed by Agility Eco Installation contracted to Lawtech

12 Challenges FUNDING: ECO rates have dropped to a third of the original level Available GD finance far lower than expected (savings low) Uncertainty over GDHIF Ensuring level of contribution is affordable ASSESSMENT PROCESS: Significant variability in the quality of assessors Households on prepayment meters lack bill data needed to give reports higher level of accuracy Non-domestic Green Deal Assessment very costly and prohibitive unless heavily subsidised Problems with SBEM software MEASURES: Contractually difficult when working in the private sector to generate economies of scale due to uncertainties EWI is a complex system that works best on simple properties, additional costs are incurred in many cases over the basic rates: quality of procurement and tender process is critical Reliance on customer behaviour post installation – in particular in relation to ventilation
