Representative of EHMA 25 years within the Heat Meter technology 20 years at one of the EHMA companies mainly as product manager Now self-employed: working as technical consultant working as a convenor in CEN / TC176 / WG2 making the technical editing for EN 1434 the European standard for Heat Meters participated in the work with MID and OIMLr75 for Heat meters

EHMA European requirements and practice in heat metering bofcon Bo Frank Consulting June 2005 EU Measuring Instrument Directive MID Essential requirements – not only pure metrological requirements: 7.2 A measuring instrument shall be suitable for its intended use taking account of the practical working conditions and shall not require unreasonable demands of the user in order to obtain a correct measurement result. ….. 7.5 A measuring instrument shall be robust and its materials of construction shall be suitable for the conditions in which it is intended to be used.

EHMA European requirements and practice in heat metering bofcon Bo Frank Consulting June 2005 EU Measuring Instrument Directive MID Requirements on - the meter manufacturer: (7)The responsibilities of the manufacturer for compliance with the requirements of this Directive should be specifically stated. To be able to make the initial verification in a testing laboratory in connection with the manufacturing the manufacturer must have an approved quality system for production and final testing. In other case the final testing must be done by an approved testing house independent of the manufacturer as well as the user.

EHMA European requirements and practice in heat metering bofcon Bo Frank Consulting June 2005 EU Measuring Instrument Directive MID Requirements on - the meter user (heat supplier or meter installer) The government authorities shall ensure that the appropriate measuring range for a Heat Meter will be “ determined by the heat supplier or the person legally designated for installing the meter, so that the meter is appropriate for the accurate measurement of consumption that is foreseen or foreseeable” (MID Annex MI-004 §8). That means the buyer must use a correct specification. This specification must also include dimensions and other properties to ensure that the meter fits the intended installation. Such a specification must also be used when dimensioning the sites where the meter shall be installed so that standardised meter components will fit.

EHMA European requirements and practice in heat metering bofcon Bo Frank Consulting June 2005 European standard for Heat Meters EN 1434 consists of 6 parts 1) General requirements Definitions Measuring range and maximum admissible errors, MPE Environmental classification Heat meter specification 2) Constructional requirement Standardised dimensions Interfaces between sub-units Markings and security seals 3) Data exchange and interfaces 4) Pattern approval tests 5) Initial verification tests (can also be used for reverification) 6) Heat meter installation, commissioning, operational monitoring and maintenance A normative part with some “musts” to ensure that the conformity with MID is not destroyed An informative part with some advises

EHMA European requirements and practice in heat metering bofcon Bo Frank Consulting June 2005 Time schedule and transitional provisions Already today several European counties have national regulations for Heat Meters based on the current version of EN 1434. From 2006 the national regulations must be based on the MID, or an harmonised standard (document) approved by the EU Commission and listed in the EU Official Journal The timetable as it looks now is: 2004 03 31MID is adopted 2006 04 30 National regulation implementing MID shall be ready 2006 10 30 The new national regulations shall apply 2016 10 30 Meters with old not time limited type approvals can not longer be installed 1997 EN 1434 published 2001 EN 1434 A1 published 2004 12 00prEN 1434 New edition out for enquiry 2005 05 09End of enquiry period 2005 09 15 TC-meeting to discuss the result of the enquiry 2006 New edition published

There is no common requirements and practice within Europe regarding meters that already is taken into use.

The EN 1434 part 5 is however a useful procedure also for the purpose of the reverification.

There is no common requirements and practice within Europe regarding meters that already is taken into use. The EN 1434 part 5 is however a useful procedure also for the purpose of the reverification. The service life before a meter must be reverified differs between the counties. In the information I have seen the interval is between 2 to 10 years.
