FY14 JEP Current Definition
The JEP is a principal means for CCDRs to maintain trained and ready forces, exercise their theater campaign plan, and achieve joint and multinational (combined) training. CCDR-sponsored JEP events train to mission capability requirements described in the command JMETL as well as theater security cooperation requirements as directed in theater campaign plans. JEP events are further categorized in the JTIMS as either CE2 funded JEP events, or CCMD JEP events. This distinction acknowledges that there are some JEP events that do not have CE2 funding associated with their planning and execution, but are still important to achieving the strategic objectives identified in the TCP. The Joint Exercise Program (JEP) Appendix B to Enclosure I, CJCSM D (15 August 2012) This definition has been interpreted as either including combined exercises or NOT including combined exercises that are NOT ALSO joint exercises. Funding eligibility implications
Pros (+) and Cons (-) considerations Assume Top Line is fixed (or reducing) – Enterprise must live within current funding controls If expand eligibility for CE2/T2 funding: +/- CCMD / Svc set priorities (max flexibility) +/- Spread funding wider but thinner - Food fight is messier +/- Is prioritization required across enterprise? +/- If prioritization is required, do we require all funding sources to be considered/disclosed (even non-CE2T2) All CCMD JEP events eligible for CE2 funding only; Svcs cannot compete for CE2 $ All Svc JEP events eligible for T2 funding only; CCMDs cannot compete for T2 $ Only a subset of CCMD JEP events eligible for CE2 funding? Only a subset of Svc JEP events eligible for T2 funding? UNCLASSIFIED
