Employer makes the following key decisions: –Selects a Commonwealth Choice coverage tier (e.g. SILVER) and a health plan (e.g. Plan A) as the Benchmark Plan –Determines the employer contribution level (e.g. 70% for Employees, 25% for Dependents) Employees “shop” for coverage: –Employees may choose their employer’s benchmark plan OR another plan within the same coverage tier 2
