1 1 Guidelines for Interface and Cooperation between UNESCO Field Offices and National Commissions for UNESCO (174 EX/34) April 2006

2 2 Document prepared through joint effort Jan. 2004: a group consisting of 5 NatCom S.-G. and 5 Field Office Heads met and produced a first draft May-June 2004: the draft was widely circulated for comments/suggestions Oct. 2005: the revised draft was discussed at the informal meetings of NatCom and made available to delegates of the G. C.

3 3 Status of the document Guide/Reference document to be implemeted by –National Commissions –Field Offices Not legally-binding: the Executive Board took note/endorsed Continuously updated: to meet evolving challenges & ongoing needs

4 4 Objectives Foster synergies between two networks: National Commissions and UNESCOField Offices Mission statement: National Commissions and Field Offices together promote UNESCO’s ideals and principles

5 5 Objectives (II) Define roles and responsibilities Clarify modalities of cooperation Promote information exchange & communication Enhance participation in each other’s events

6 6 Roles and responsibilities: National Commissions Advisory function to national authorities & UNESCO Contribution to UNESCO planning & programming processes Liaison and outreach Implementation: responsible for PP & self- financed programmes; involved in UNESCO programme execution through contracts, etc. Information and advocacy

7 7 Roles and responsibilities: Field Offices Advocacy Planning: strategic frameworks, workplans, input to UN Country Team’s CCA/UNDAF processes & joint activities Implementation: responsible for UNESCO programme execution & assistance to MS Fundraising Contribution to the visibility of UNESCO Clearing house

8 8 Modalities of cooperation Consultation on the C/4 and C/5 documents –Country-level consultations: National Commissions –Cluster-level consultations: Cluster Offices Bilateral consultations between Nat. Coms Secretaries General & FO Directors on a regular basis

9 9 Exchange of information FO Directors regularly inform on visiting missions, results of activities, developments within UNESCO Secretaries General of Nat. Coms. regularly inform on developments within the country, contacts with other UNESCO entities, IGOs & NGOs Participation in events Reciprocate invitations
