1 RA-VI WG-TDI-3 RA-VI WORKING GROUP ON TECHNOLOGY DEVELOPMENT AND IMPLEMENTATION Report of the Chairman Jochen Dibbern Prague, Czech Republic, 26-27 February 2013

2 RA-VI WG-TDI-3 Activities of the Working Group (1) ActivityResult WG-TDI chair participated in two MG meetings (MG/6 April 2013, MG/7 February 2013) MG/6 considered WIS and WIGOS implementation of highest priority. MG/6 approved the RA-VI Operating Plan. The draft WIS Implementation Plan was presented to MG/6. MG/7 discussed preparation of RA-VI Session XVI and Regional Conference. MG/7 supported to arrange a WIGOS Workshop in RA- VI, to be held in May 2013 in Madrid. TT-MTDCFThe TT followed closely the migration process in RA-VI. Continued support to members and maintenance of the conversion software synop2bufr. Training courses in Turkey, Antalya 1-6 October 2012 and Moscow, Russian Federation, 26-30 November 2012. TT-WIS/DISuccessful Workshop on WIS Implementation in Sofia, 1-3 November 2011. Draft WIS Implementation Plan presented by Prof. Hoffmann in spring 2012. Two TT meetings in Moscow at Roshydromet and in Reading at ECMWF in June 2012 to discuss the draft Implementation Plan. WIS-IP was approved by the President of RA-VI in July 2012. Implementation progress will be monitored by the TT until the next session of RA-VI in September 2013.

3 RA-VI WG-TDI-3 Activities of the Working Group (2) ActivityResult TT-RMDCNWorkshop on RMDCN- Next Generation organised at WMO Secretariat in May 2012. ECMWF Council-78 approved the contract for RMDCN-NG with Interoute Communications Limited in December 2012. Network implementation during the next 12-15 months. Migration of operational services over to RMDCN-NG planned for January 2014. TT-RICsActivities to compare calibration of reference standards between RICs. Some basic training was conducted for RA-VI members.

4 RA-VI WG-TDI-3 WIGOS Workshop in RA-VI (1)  The current RA VI RBSN and RBCN are based on a design basically representing the late 1990s status of the observing networks. New ground based observing systems, such as weather radars, wind profiler systems and aircraft measurements should be taken into account in the RBON re-design. The network re-design should also be coordinated with satellite observations.  The available regional assets, such as the European Meteorological Infrastructure (EMI) should be used and expanded over the whole Region. Thus, the EUCOS observing network had been considered as a model and as a core part of the RA VI RBON and the EUMETNET European Climate Support Network (ECSN) activities should form the basis of the regional climate network.  Due to the lack of resources, little progress has been achieved so far. The current EUMETNET Observations Road Map comprises to consider climate requirements for the network design in 2015.

5 RA-VI WG-TDI-3 WIGOS Workshop in RA-VI (2)  To make Members aware of the WMO WIGOS Implementation Framework activities and incorporate more Members in those activities, it was proposed to organize a regional WIGOS workshop. The workshop will be held in Madrid from 6-8 May 2013 and addresses:  WIGOS concept, framework implementation plan and architecture;  Benefits of WIGOS;  Draft Regional WIGOS Implementation Plan for RA-VI  Existing projects on national WIGOS implementation;  Capacity building needs.

6 RA-VI MG-7 Future Priorities for WG-TDI  TT-MTDCF: need to coordinate, support and monitor the migration process (draft TORs available)  Regional WIGOS Implementation Plan:  TT-RBON: Redesign of the regional network plus integration of additional networks (CryoNet, marine observations etc)  TT WIGOS Meta Data  TT Regional Quality Monitoring  RMDCN-NG: ensure that all members are connected, task of a core member of the WG-TDI  RA-VI WIS implementation focal point: Core member of the WG-TDI  TT-RICs; extended TORs: Inter Lab calibration activities, survey on calibration capabilities, calibration kits for developing countries in the Region,

7 RA-VI MG-7 Future Priorities for WG-TDI (2)  Regional DPFS:  need to exchange more Radar data on regional level, especially volume data.  Coordinate on the use of lightning location data in RA-VI with EUMETNET  RSMCs: monitoring of performance and procedures identified after Fukushima accident.  Proposals for special workshops in RA-VI:  awareness raising for geospatial technologies and web services  Best practices in data access and retrieval of WIS Meta Data

8 RA-VI MG-7 Future Priorities for WG-TDI (3)  Regional aspects of ISS  Coordinate and facilitate transition from GTS to WIS  Monitor and address operational GTS and WIS related issues  Update regional parts of the Manual on GTS  Proposal for a TT on weather radar exchange with focus on eastern and south eastern part of Europe
