2. Definitions Homeland Defense- – Joint Publication JP 3-27 states that Homeland Defense is our nation’s first priority. (CDRUSNORTHCOM, Director for Operations (J-3). 2007). The stated objective for the U.S. Department of Defense is to defeat threats to the homeland from a safe distance. It further defines Homeland Defense as the protection of US sovereignty, territory, domestic population, and critical defense infrastructure against external threats and aggression, or other threats as directed by the President.
