2 EDISON INTERNATIONAL® SM 2 SCE’s 2010-12 EE Program Portfolio Structure Residential Programs Residential Programs Description Statewide Residential Energy Efficiency Programs Advanced Consumer Lighting ProgramProgram provides customers with incentives in the form of discounts that greatly reduce the cost of energy-efficient lighting products. Typical technologies include specialty CFLs, hardwired or plug-in fixtures, LEDs, cold cathode, and high-efficiency incandescents. Appliance Recycling ProgramThe program picks up operable but inefficient refrigerators and freezers from homes and businesses and prevents their continued use by recycling them in an environmentally safe manner. Business and Consumer Electronics Program Provides midstream incentives to retailers to increase the stocking and promotion of high-efficient electronic products including computers, computer monitors, cable and satellite set-top boxes, televisions, smart power strips and additional business and consumer electronics as they become available to the market. Multifamily Energy Efficiency Rebate Program Program promotes energy efficiency and provides equipment rebates to owners and tenants of multifamily properties, including residential apartment buildings, condominium complexes, and mobile home parks. Efficient Affordable HousingUses a performance-based approach to encourage the owners of affordable housing properties to employ energy efficiency measures to achieve a 20 percent energy improvement over existing building conditions.

3 EDISON INTERNATIONAL® SM 3 SCE’s 2010-12 EE Program Portfolio Structure Business Programs Business Programs Description Industrial Energy Efficiency ProgramsOffers industrial customers a statewide-consistent suite of products and services designed to meet their needs, overcome market barriers to optimized energy management,and enhance adoption of energy efficiency measures, along with other DSM actions. There are 4 sub-programs: Industrial Energy Audit ProgramIncludes basic audits, integrated audits, and retro-commissioning audits. Provides an inventory of energy-saving measure and project opportunities and financial analysis information that promotes participation in other programs and that customers can use in their energy planning. Industrial Customized Solutions Incentives Program Provides standardized incentives – as well as comprehensive technical and design assistance – for customized energy efficiency projects in new construction, retrofit, and retro-commissioning projects. Incentive based on energy savings calculated for the project. Industrial Express Solutions Energy Efficiency Program Provides utility representatives, equipment vendors, and customers an easy-to-use rebate mechanism to cost-effectively subsidize and encourage adoption of mass market efficiency measures through fixed incentive amounts per unit/measure for installed energy-saving projects. Industrial Continuous Energy Improvement Program Program provides a collection of strategic planning tools and resources that lay the groundwork for long-term integrated energy planning and serve as a launching platform for other utility and non- utility programs and services. Agricultural Continuous Energy Improvement Program Program provides a collection of strategic planning tools and resources that lay the groundwork for long-term integrated energy planning and serve as a launching platform for other utility and non- utility programs and services. Pump Test Service ProgramDesigned to overcome key informational, technical, and financial barriers to pump optimization by offering pump tests, repair incentives, and targeted education, training and technical support for customers and pump companies. Commercial Energy Efficiency Programs Commercial Nonresidential AuditsIncludes basic audits, integrated audits, and retro-commissioning audits. Provides an inventory of energy-saving measure and project opportunities and financial analysis information that promotes participation in other programs and that customers can use in their energy planning. Commercial Customized Solutions Incentives Program Provides standardized incentives for customized and integrated energy efficiency/DR projects in new construction, retrofit, and RCx projects, and offers comprehensive technical and design assistance for each. Commercial Express Solutions ProgramProvides utility representatives, equipment vendors, and customers an easy-to-use rebate mechanism to cost-effectively subsidize and encourage adoption of mass market efficiency measures through fixed incentive amounts per unit/measure for installed energy-saving projects. Commercial Direct Install ProgramProgram delivers free energy efficiency hardware retrofits through installation contractors to reduce peak demand and generate energy savings for commercial customers with monthly demand of less than 100 kW.

5 EDISON INTERNATIONAL® SM 5 SCE’s 2010-12 EE Program Portfolio Structure Business Programs Business Programs Description Commercial Continuous Energy Improvement Program Program provides a collection of strategic planning tools and resources that lay the groundwork for long-term integrated energy planning and serve as a launching platform for other utility and non-utility programs and services. Energy Efficiency for Entertainment Centers A third-party program that helps facilities with highly variable occupancy such as movie theaters, amusement parks, and auditoriums realize energy savings in a cost effective manner. The program includes energy audits, maintenance training, and low-cost/no-cost measures, with an emphasis on demand control ventilation technology.

6 EDISON INTERNATIONAL® SM 6 SCE’s 2010-12 EE Program Portfolio Structure Business Programs Business Programs Description G&I Programs Private College Campus HousingA third-party program that offers energy efficiency measures, training, and financing to qualifying private college campus housing facilities, including campus dining facilities or common area kitchens. Includes a comprehensive offering of installations, retrofits, and RCx and building optimization to improve efficiency and recruits and trains students on some campuses to conduct lighting energy surveys. Healthcare Energy Efficiency Program A third-party retrofit program that provides comprehensive whole building/system technical audits and other services and establishes a permanent framework for a sustainable, long-term, comprehensive energy management program for medical office buildings. Cool SchoolsParticipating schools with receive a detailed energy audit and recommendations for action. Recommendations will focus on evaporative pre-coolers on make-up air intakes, upgrading of chillers with variable speed drives, lighting, energy management systems, and variable speed motors. Public Pre-Schools, Elementary Schools and High Schools Existing facilities, not new ones, are targeted, including administration and service buildings. All energy end-uses are targeted, including measures typically funded by operating budgets and measures typically funded by capital budgets. Private Schools and CollegesA third-party program that provides comprehensive energy efficiency services to private preschools, K-12 schools, colleges, universities, and trade/technical schools, including benchmarking and energy audits, comprehensive direct installation of no-cost/low-cost measures, and incentives and installation assistance. California Preschools ProgramA third-party program that targets public and private preschool facilities or preschool contractors, to deliver cost-effective energy and demand savings through a comprehensive energy efficiency strategy that includes detailed audits, technical assistance, financial analysis, and implementation of measures (including lighting, HVAC, and food service measures).

7 EDISON INTERNATIONAL® SM 7 SCE’s 2010-12 EE Program Portfolio Structure Business Programs Business Programs Description Additional Business Programs Financial SolutionsOffers the participants of energy efficiency projects additional options for financing energy efficiency by providing access to capital funds, helping customers to overcome barriers related to project financing. Sustainable PortfoliosA third-party program that Obtains commitments from real estate owners, investors and major tenants to “green” their portfolios of leased commercial office space through energy efficiency. Participants are offered strategic implementation plan development, and comprehensive installations including HVAC retrofits, conversion to variable flow for air and water systems, hybrid central plants, real-time ventilation controls, standard RCx, and lighting upgrades. Monitoring-Based CommissioningA third-party program that Program combines RCx and continuous commissioning activities with ongoing, technology-based monitoring to ensure persistent savings. Data Center Energy Efficiency Program A third-party program that Uses a combination of traditional technologies combined with emerging technologies to offer comprehensive solutions and will take a holistic approach towards data centers including establishing metrics for data center energy intensity, creating tools and guidelines to drive continuous improvement, supporting third party certification processes, and providing recognition for data centers to achieve a high level of energy savings. Monitoring-Based Persistence Commissioning Program A third-party program that Provides marketing, technical assistance, and financial incentives to facilities including office buildings, hotels, hospitals, and colleges and universities (except UC/CSU Energy Efficiency Partnership and Local Government Partnerships). Offers implementation of traditional RCx measures as well as more comprehensive energy efficiency upgrades and retrofits for HVAC, lighting, and hot water systems.

8 EDISON INTERNATIONAL® SM 8 SCE’s 2010-12 EE Program Portfolio Structure Business Programs Business Programs Description Cool PlanetA third-party program that encourages large commercial and industrial participants in SCE energy efficiency programs to join the California Climate Action Registry (Registry). The Registry is a voluntary GHG non-profit, public-private partnership that promotes benchmarking and reductions in GHG emissions. Comprehensive Beverage Manufacturing and Resource Efficiency A third-party program that will offer facility audits and incentives for the installation of energy efficiency measures that address every major electric end-use in beverage manufacturing facilities. Lodging Energy Efficiency ProgramA third-party comprehensive energy efficiency retrofit program that delivers multi-measure retrofits and retro-commissioning (RCx) to small, medium and large lodging facilities. Target facilities include existing hotels and motels as well as spas and resorts, especially those with central plants and in- house laundry service. Food & Kindred Products ProgramA third-party program that targets 800 facility owners in the Food & Kindred Products industry, ranging from small food companies (consuming under one million kWh per year) to large food companies (over ten million kWh/year). The companies represent a broad spectrum of food producers, from bread and breakfast cereals to starch and sugar producers. Primary And Fabricated MetalsA third-party program that will conduct energy audits and project studies to show the total impacts of proposed projects in terms of energy efficiency, productivity, and environmental improvements to the customer.

Non-Metallic Minerals and ProductsA third-party program that provides energy efficiency and demand reduction services to cement production plants, primary cement distribution terminals and large ready mix plants Comprehensive Chemical ProductsA third-party program that addresses the full range of efficiency opportunities from low-cost improvements to entire system upgrades at chemical facilities. Chemical Products Efficiency ProgramA third-party program that helps industrial chemical production customers achieve long-term, cost- effective electrical energy savings by promoting comprehensive retrofits and new construction projects for all industrial processes and process support systems. Comprehensive Petroleum RefiningA third-party program that implements a comprehensive set of calculated and itemized measures to address major electric operation within these end use categories. Measures include process optimizations, such as compressed air and pumping systems; electric motors; drives; fans; lighting and space conditioning. Oil ProductionA third-party program that assists oil producers to become more energy-efficient, which in-turn improves their operational productivity. Refinery Energy Efficiency ProgramA third-party program that provides energy efficiency and demand reduction services to the petroleum refining industry, including petroleum refineries, asphalt paving mixture and block manufacturing, asphalt shingle and coating materials manufacturing, and petroleum lubricating oil and grease manufacturing

Program will be delivered through a coordinated effort with professional property managers and real estate companies. Commercial Utility Building EfficiencyA third-party program that reviews the building owner’s monthly energy bills to identify average and peak demand frequency and consumption levels, then provides detailed computerized analysis to identify energy saving and demand reduction opportunities to stabilize customer usage.

11 EDISON INTERNATIONAL® SM 11 SCE’s 2010-12 EE Program Portfolio Structure Partnerships Partnerships Description Energy Leader Partnership ProgramSCE’s Energy Leader Partnership Program (ELPP) will leverage the considerable power and influence of California’s local governments by first helping them to adopt as much energy efficiency, demand response, and renewable onsite generation as possible. Next, the program is designed to support local government efforts to encourage their residential and business constituents (and other key stakeholders such as local developers) to do the same. 13 EDISON INTERNATIONAL® SM 13 SCE’s 2010-12 EE Program Portfolio Structure Crosscutting Programs Crosscutting Programs Description New Construction Programs California Advanced Homes (Residential)Program encourages single and multi- family builders, of all production volumes, to construct homes that exceed California’s Title 24 energy efficiency standards by a minimum of 10 percent. This goal will be achieved through a combination of incentives, technical education, design assistance, and verification. Energy Star Manufactured Homes (Energy Start Residential) Promotes the construction of new manufactured homes in SCE’s service territory that comply with 24 ENERGY STAR® energy efficiency standards. The program targets manufacturers, retailers, and homebuyers of new manufactured homes. Savings By DesignProgram will provide the nonresidential new construction industry with a broad palette of technical and financial resources to aid them in designing new facilities to the most cost effective energy and resource efficiency standards. Energy Design ResourcesThis program offers energy design tools and resources that help make it easier for architects, engineers, lighting designers, and developers to design and build high performance, energy-efficient buildings in California. Codes & Standards Program Building Codes and Compliance Advocacy and Appliance Standards Advocacy Program will develop baselines for building and appliance advocacy activities. Program component also includes support for CEC code upgrade cycles to improve industry awareness and understanding of California regulations and extension-of-advocacy efforts, which are carried out to improve the rate-of-compliance with Title 24 and Title 20. Compliance EnhancementThe primary purpose of this program component is to increase the number of customers complying with code. Reach CodesSub-program will develop and/or support the development of reach codes, or locally adopted ordinances, that exceed statewide minimum requirements.

14 EDISON INTERNATIONAL® SM 14 SCE’s 2010-12 EE Program Portfolio Structure Crosscutting Programs Crosscutting Programs Description Emerging Technologies Technology AssessmentsEnergy efficient measures that are new to a market or under-utilized for a given application will be evaluated for performance claims and overall effectiveness in reducing energy consumption and peak demand using data from customer or field sites, laboratory testing, or paper studies. Scaled Field PlacementsThese projects consist of placing a number of measures at customer sites as a key step to gain market traction and possibly gain market information. The measures will typically have already undergone an assessment or similar evaluation to reduce risk of failure. Demonstration ShowcasesThese possibly large-scale projects will expose measures to various stakeholders utilizing real-world applications and installations. Monitoring activities on demonstration showcases will be determined, as appropriate. Market and Behavioral StudiesThese projects involve targeted research on customer behavior, decision making, and market behavior to gain a qualitative and quantitative understanding of customer perceptions, customer acceptance of new measures, and market readiness and potential for new measures. Technology Development SupportProgram will look for targeted opportunities to support energy efficiency product development. Product development is the process of taking an early-stage technology or concept and transforming it into a saleable product. Technology Test CentersProgram will provide unique capabilities for evaluating performance of new technologies. Test centers are comprised of three test facilities focused on Refrigeration, Air Conditioning, and Lighting.

15 EDISON INTERNATIONAL® SM 15 SCE’s 2010-12 EE Program Portfolio Structure Crosscutting Programs Crosscutting Programs Description Residential And Commercial HVAC Program Commercial Quality InstallationProgram promotes Installations of packaged HVAC systems, with a rated capacity up to 760,000 BTU/hr. Through this sub-program, a financial incentive will be available to contractors who complete a system installation in accordance with the appropriate industry standards. HVAC Tech DiagnosticA coordination and advocacy program that addresses the need for immediate and comprehensive actions to increase, optimize and maintain the energy and peak electricity efficiency performance of direct expansion vapor-compression–based cooling equipment and accelerate the market introduction of a range of advanced evaporative based cooling technologies. HVAC Workforce Education and TrainingProgram will deliver a dedicated industry-specific effort that offers education and training opportunities targeted at all levels of the HVAC value chain.

16 EDISON INTERNATIONAL® SM 16 SCE’s 2010-12 EE Program Portfolio Structure Crosscutting Programs Crosscutting Programs Description Sustainable Communities ProgramPilot program to encourage the inclusion of sustainable elements and energy efficient features in campus projects, mixed-use complexes, residential new construction, multi-family and transit- oriented developments, and other projects whose scope exceeds traditional SCE programs. The SCP provides financial incentives and customized technical assistance. Workforce Education And Training (WE&T) Program establishes a comprehensive training platform that leverages the potential of key stakeholders with the resources, knowledge and access to implement education and training strategies that focus on integrating existing workforce skills with new workforce needs, as well as expand outreach efforts to increase awareness and demand for green careers. Three subprograms: WE&T CentergiesCTAC and AgTAC employ a variety of methods and outreach strategies to disseminate high-quality programs, and provide WE&T curriculum and related deliverables – training courses, seminars, workshops, clean energy technology demonstration, equipment efficiency testing, interactive training exhibits and lectures through the Statewide Energy Education and Testing Centers located in the IOU service territories, and Statewide Building Operator Certification & Training programs. WE&T ConnectionsThird-party programs that provide education curricula and related activities for K-12 schools and colleges that inspire interest in energy efficiency, energy careers, new and emerging technology, as well as future skills development to advance the energy initiatives and goals of the state.
