Why is ownership important to the state and to the private investor? Is ownership more important to a foreign investor than a domestic investor? What are the pros and cons to the state having a more liberal ownership policy vis-à-vis infrastructure development?

What are possible options/solutions to the ownership issues (to private investor) to promote national infrastructure development?
