Time and Daily Time Attendance Records The entry of services or the actual arrival and departure (time in and time out) of officials and employees are to be recorded in the Biometrics Machine (BM) and reflected in the prescribed Daily Time Record (DTR). An Alternative Log Book of Attendance (ALBA) is available at the Security Officer desk to serve as documentary evidence when the attendance device breaks down. However, DTR or Biometric Printout (BPO) with entries copied only from logbook will not be accepted when all mentioned devices are functional. General Office Rules and Regulations

Time and Daily Time Attendance Records An official or employee is to enter the break-in and break-out during the noon break, anytime between 12:00PM to 12:59PM. Key officials who are appointed by the President of the Philippines namely, NSCRG, DNSs, ANSs, Service Directors, Regional Directors, or such other higher Officials thereof and other Presidential appointees need not to punch in the Bundy clock or at BM of their attendance; but, all absences of such higher officials and their whereabouts are to be recorded by their Executive Assistants/Secretaries through Annex H – Monthly Schedule of Office Related Activities and Functions (MSORAF) General Office Rules and Regulations

Attendance and Punctuality General Office Rules and Regulations Public service demands that every official and employee to devote their time to the office except when prevented by illness or other justifiable causes. Frequent absences and irregularity in attendance including reporting late or leaving the office early in any given month is a cause for disciplinary action.

Attendance and Punctuality Memorandum Circular No. 4 Series of 1991 of the CSC states that an officer or employee is considered habitually absent if he/she incurs unauthorized absences exceeding the allowable 2.5 days monthly leave credit under the Leave Law for at least three (3) months in a semester or at least three (3) consecutive months during the year. An official or employee who is continuously absent without leave (AWOL) for at least thirty (30) calendar days shall be separated from the service without prior notice. Republic of the Philippines Philippine Statistics Authority 12 RULE 6. Tardiness and Undertime One is considered tardy when he/she fails to arrive at a time set. Tardiness is lack of punctuality or not arriving on time while undertime is working less than the full time or the required minimum working hours in a day. Habitual Tardiness is an attendance infraction wherein officers and employees incur tardiness and/or undertime, regardless of the number of minutes per day, ten (10) times a month for at least two (2) consecutive months during the year, or for at least two (2) months in a semester which shall be subject to disciplinary sanctions. Tardiness and Undertime Undertime is an attendance infraction wherein officers and employees incurs undertime, regardless of the number of minutes/hours, ten (10) times a month for at least two (2) months in a semester or at least two (2) consecutive months during the year and shall be liable for Simple Misconduct and/or Conduct Prejudicial to the Best Interest of the Service, as the case may be. Tardiness and Undertime Half-day absence is incurred when an official or employee is absent in the morning (considered to be tardy) or absent in the afternoon (considered undertime). Both are subject to the provisions on Habitual Tardiness and Undertime. General Office Rules and Regulations

Tardiness and Undertime Tardiness, undertime, and personal pass are deducted from vacation leave credits and shall not be charged against sick leave credits unless the tardiness, undertime, or personal pass is for health reasons supported by medical certificate. Employees who fail to report for work for a fraction of one- fourth or more but less than three-fourths shall be considered as absent for one-half day and a fraction of three-fourths or more shall be counted as one (1) full day. Sick Leave (SL) This leave refers to leave of absence/s granted only on account of sickness or disability on the part of the PSA officials or employees concerned or any member of his/her immediate family such as the spouse, children, parents, unmarried brothers and sisters and any relative dependent upon the employee for support. Sick Leave (SL) Application for SL in excess of five (5) successive days should be accompanied by a proper medical certificate. SL may be applied in advance, in cases where the official or employee will undergo medical examination or operation or advised to rest in view of ill health duly supported by a medical certificate. Vacation Leave (VL) This leave refers to leave of absence/s granted to PSA officials or employees for personal reasons. Application for vacation leave (VL) even for one (1) full day or more is to be submitted on the prescribed form (Application for Leave/CSC Form No. 6) for action by the NSCRG or duly authorized official five (5) days in advance, wherever possible, of the effective date of such leave. Vacation Leave (VL) The approval of VL for any reason other than illness of an official or employee or of any member of his family must be contingent upon the needs of the service. Hence, the grant of vacation leave shall be at the discretion of NSCRG or duly authorized official. General Office Rules and Regulations

Mandatory/Forced Leave All PSA officials and employees with ten (10) days or more vacation leave credits are to be required to go on vacation leave whether continuous or intermittent for a minimum of five (5) working days annually under the following conditions: General Office Rules and Regulations

Mandatory/Forced Leave a.The mandatory annual five-day vacation leave shall be forfeited if not availed during the year. However, in cases where the scheduled leave has been cancelled in the exigency of the service by the NSCRG, the scheduled leave not enjoyed shall no longer be deducted from the total accumulated vacation leave. Mandatory/Forced Leave b.Those with accumulated vacation leave credits of less than ten (10) days shall have the option to go on forced leave or not. However, the officials and employees with accumulated vacation leave of 15 days who availed of monetization for ten (10) days shall still be required to go on forced leave. Special Leave Privileges Special Leave Privileges are leave of absences that PSA officials and employees may avail of for a maximum of three (3) days annually. This is in addition to vacation, sick, maternity, paternity, solo parent, and special emergency leaves to mark personal milestone and/or to attend to filial and domestic responsibilities to his/ her immediate families such as spouse, children, parents, unmarried brothers and sisters or any relative living under the same roof or dependent upon the employee for support. Special Leave Privileges PSA officials and employees are granted the following special leave privileges subject to the following conditions: Personal Milestones Parental Obligation Filial Obligation Domestic Emergencies Personal Transactions Relocation Leave Calamity, Accident, or Hospitalization Leave General Office Rules and Regulations

Special Leave Privileges An employee can still avail his/her birthday or wedding anniversary leave if such occasion falls on either a Saturday, Sunday, or Holiday, either before or after the occasion. Pursuant to CSC MC No. 41, s. 1998, this leave shall be filed for at least one (1) week prior to its availment, except on emergency cases. General Office Rules and Regulations

Special Emergency Leave The special emergency leave shall be granted to employees directly affected by all-natural calamities/disasters that occurred after typhoon “Ondoy”. The grant of special emergency leave shall be based on the declaration of state calamity by the President of the Philippines or by the Local Sanggunian. General Office Rules and Regulations

Special Emergency Leave However, in case specific area was not declared under state of calamity but nonetheless severely affected by the national calamity/disaster, the head of the agency in the exercise of his/her sound discretion, may grant the special emergency leave to affected employees based on proof or evidence presented or news account. Special Emergency Leave The special emergency leave shall be applied for a maximum of five (5) days in a year. The said leave can be used in a continuous or on staggered basis and non- commutative and non-cumulative. This leave may be availed of within 30 days from the actual occurrence of the natural calamity. General Office Rules and Regulations

Rehabilitation Privilege for Job-related Injuries PSA officials and employees may be entitled to the Rehabilitation Privilege for a maximum period of six (6) months for wounds and/or injuries sustained while in the performance of official duties. Illness or sickness resulting from or aggravated by working conditions or environment cannot be a basis for availing of the rehabilitation leave. General Office Rules and Regulations

Rehabilitation Privilege for Job-related Injuries The same privilege maybe extended to PSA official or employee in situations where the official or employee meets an accident while engaged in activities inherent to the performance of his/her duties, including being on Official Business (OB), Official Travel, Authorized Overtime, Detail Order, and Special Assignments Order. Rehabilitation Privilege for Job-related Injuries Injuries from accidents that occurred while the official or employee is going to work and going home from work may be considered sustained while in the performance of official duties. The NSCRG, in the exercise of sound discretion, shall examine and consider the prevailing or circumstantial factors/conditions of the PSA official or employee who intends to avail himself/herself of the rehabilitation leave. Rehabilitation Privilege for Job-related Injuries Absence due to Rehabilitation Leave shall not be charged against the concerned employee’s SL or VL credits, if any. However, an official or employee while on this leave does not earn leave credits and accumulate SL and VL. General Office Rules and Regulations

Rehabilitation Privilege for Job-related Injuries PSA officials and employees availing of the rehabilitation leave shall receive their salaries and regular benefits such Personnel Economic Relief Allowance (PERA), Additional Compensation (AdCom), year-end bonus, and cash gift except Representation and Transportation Allowance (RATA) as mandated by law. Rehabilitation Privilege for Job-related Injuries Claimants are also entitled to reimbursement for first aid expenses (basic medical treatment immediately given to a person hurt in an accident), preferably in government facilities. Reimbursement is subject to the availability of funds and shall not exceed P5,000.00. General Office Rules and Regulations

Rehabilitation Privilege for Job-related Injuries The duration, frequency, and terms of availing of the rehabilitation privilege leave shall be based on the recommendation of the medical authority. Rehabilitation Privilege for Job-related Injuries Application is to be submitted within one (1) week from the time of the accident except when a longer period is warranted. Rehabilitation Privilege for Job-related Injuries Documentary requirements are: a.Letter from concerned employee addressed to NSCRG; b.Application for Leave (CSC Form No. 6); c.Medical Certificate; and d.Police Report, if any A medical clearance is to be submitted before going back to work. Parental Leave to Solo Parent/RA No. 8972 This leave benefit is granted to a PSA solo parent to enable him/her to perform parental duties and responsibilities where physical presence is required. Parental Leave to Solo Parent/RA No. 8972 The parental leave of not more than seven (7) working days every year shall be granted to any solo parent employee subject to the following conditions: a.The solo parent must have rendered government service for at least one (1) year, whether continuous or broken, reckoned at the time of R.A. 8972 on 22 September 2002 and regardless of employment status. Parental Leave to Solo Parent/RA No. 8972 b.The parental leave shall be availed of every year and not convertible to cash unless specifically agreed upon previously; forfeited if not availed within the year. c.The parental leave shall be availed on a staggered or continuous basis subject to the approval of the head of agency/office. Parental Leave to Solo Parent/RA No. 8972 Application must be submitted at least one (1) week prior its availment, except in emergency cases. Documentary requirements are: a.Application for Leave (CSC Form No. 6); b.Solo Parent I.D (valid for 1 year from issuance and renewable yearly issued by the Local Government Unit; c.Birth Certificate of the child/children d.Medical Certificate, if necessary General Office Rules and Regulations

Rules and Policies on Leave of Absence 8. 105 Expanded Maternity Leave/RA No. 11210 PSA female workers regardless of civil status, employment status, length of service, legitimacy of the child, and mode of delivery (normal/caesarian) shall be granted 105 days of maternity leave with full pay, and additional 15 days with full pay in case the PSA female worker qualifies as a solo parent under Republic Act No. 8972 or the “Solo Parents Welfare Act of 2000”. Rules and Policies on Leave of Absence 8. 105 Expanded Maternity Leave/RA No. 11210 Manner of Enjoyment of the Benefit – Enjoyment of maternity leave cannot be deferred but should be availed of either before or after the actual period of delivery in a continuous and uninterrupted manner and such that: in cases of live childbirth, 105 days with full pay or miscarriage or emergency termination of pregnancy, 60 days leave shall be granted. Rules and Policies on Leave of Absence 8. 105 Expanded Maternity Leave/RA No. 11210 Extended Maternity Leave – In cases of live childbirth, an additional maternity leave of 30 days, without pay, can be availed of, at the option that the PSA female worker uses her earned sick leave credits for extended leave with pay. In case the sick leave credits are exhausted, the vacation leave credits may be used. Provided that the PSA shall be given a written notice at least 45 days before the end of the PSA female worker’s maternity leave or subsequent notice in case of emergency. The extended maternity leave without pay shall not be considered as gap in service. General Office Rules and Regulations

Rules and Policies on Leave of Absence 8. 105 Expanded Maternity Leave/RA No. 11210 Frequency of the Grant – Maternity Leave shall be granted to a qualified PSA female worker in every instance of pregnancy, miscarriage, or emergency termination of pregnancy regardless of frequency. Rules and Policies on Leave of Absence 8. 105 Expanded Maternity Leave/RA No. 11210 Notice of Pregnancy and Application for Maternity – The PSA female worker shall give prior notice to the NCRSG of her availment of maternity leave at least 30 days in advance, whenever possible, specifying the effective date of the leave. The PSA female worker shall use the application for leave form (CSC Form No. 6) in the filing of the maternity leave application, supported by a medical certificate. Rules and Policies on Leave of Absence 8. 105 Expanded Maternity Leave/RA No. 11210 Allocation to the Child’s Father or Alternate Caregiver – A PSA female worker entitled to maternity leave benefits may, at her option to allocate up to seven (7) days of said benefits to the father of the child, whether the same is married to the female worker or in case of death, absence, or incapacity of the child’s father the female worker may allocate to an alternate caregiver which is over and above the Paternity Leave Act of 1996. Rules and Policies on Leave of Absence 8. 105 Expanded Maternity Leave/RA No. 11210 Allocation of Maternity Leave Credits for Female Workers in the Public Sector – In case the female worker avails of the option to allocate, she shall submit a written notice to the head of agency or the head of agency authorized representative, with her application for maternity leave. In case full pay has given to the female worker, the father of the child or the alternate caregiver, as the case maybe, shall only be excused from work (leave without pay). Paternity Leave /RA No. 8187 This leave refers to the privilege granted to a married male employee seven (7) days while continuing to earn the compensation therefor, on the condition that his legitimate spouse has delivered a child or suffered a miscarriage. - first four (4) deliveries of the legitimate spouse - shall be availed of not later than 60 days after the date of the child’s delivery General Office Rules and Regulations

Special Leave Benefit for Women (Magna Carta of Women) Any PSA female employee, regardless of age and civil status shall be entitled to a special leave of a maximum of two months (2) with full pay based on her gross monthly compensation, provided that she has rendered at least six (6) months aggregate service in any or various government agencies for the last 12 months prior to undergoing surgery for gynecological disorders. Special Leave Benefit for Women (Magna Carta of Women) This special privilege leave benefit may be filed for in advance at least five (5) days prior to the scheduled date of the gynecological surgery that will be undergone by the employee. Ten-Day Leave (RA No. 9262) Any woman employee in the government service, regardless of employment status and/or whose child is a victim of violence and whose age is below 18 or above 18, but unable to care for oneself, is entitled to 10 days leave. Ten-Day Leave (RA No. 9262) It may be on continuous or intermittent manner to cover the days they must attend to medical and legal concerns. It is non-cumulative and non-convertible to cash. Ten-Day Leave (RA No. 9262) The application for leave shall be filed whenever applicable, before the actual leave of absence or immediately upon the woman employee’s return from such leave with any of the following documents: a.Barangay Protection Order (BPO); b.Temporary/Permanent Protection Order (TPO/PPO) from court; c.Certification issued by Punong Barangay/Kagawad, Prosecutor or the Clerk of Court that the application for the Protection Order has been filed with barangay/court; or d.Police report specifying the details of the violence on the victim and medical certificate General Office Rules and Regulations

Compensatory Overtime Credit (COC)/Compensatory Time-Off (CTO) A non-monetary remuneration for overtime credits shall cover incumbents of positions of chief of division and below under permanent, temporary, or coterminous. Compensatory Overtime Credit (COC)/Compensatory Time-Off (CTO) Compensatory Overtime Credit (COC) – accrued number of hours an employee earns as a result of services rendered beyond regular working hours, and/or those rendered on Saturday, Sunday, Holidays or scheduled day off without the benefit of overtime pay. Compensatory Time Off (CTO) – number of hours or days an employee is excused from reporting for work with full pay. This can be availed either a full day leave or half day. Compensatory Overtime Credit (COC)/Compensatory Time-Off (CTO) Pursuant to OM No. 2023-79 (Guidelines on the Rendition of Overtime Services and Availment of Compensatory Time-Off), the CTO may be availed of in blocks of four hours (half day) or eight hours (whole day). Compensatory Day-Off (CDO) This is an additional six (6) day leave privileges entered in the pertinent provisions under the Collective Negotiation Agreement (CNA) by the PSA Management and the Union of Statistics Employees (USE). Study Leave This refers to time-off from work not exceeding six (6) months with pay for the purpose of assisting qualified officials and employees to prepare for their bar or board examinations or complete their master’s degree.
