Purpose This presentation will facilitate ERO in understanding use of web portal ERONET 2.0 in fulfilling responsibilities. ERO plays a pivotal role in enrollment of electors and form processing, following are the major tasks : ERO takes decision to Accept/ reject the form Reinitiate the form Schedule hearing to process the form ERO performs E-Roll update ERO is responsible for user management of AERO/ Operator/ BLO ERO makes DoP bookings for dispatch of EPIC cards ERO performs serialization/rationalization 2

Login into web portal ERO can login into ERONET 2.0 portal using this URL: https://officials.eci.gov.in/login ERO should enter user id and password to login. For validation purpose user will have to enter Captcha and request for OTP on registered mobile number. In case user is unable to enter OTP or OTP not received for 3 mins, then new OTP can be requested by using Re-send OTP option 4

Tour to Home Page This is the first screen ERO will see on logging into portal. From here ERO can choose option based on actions to be performed, for example for making changes to user profiles ERO will select User management, for verifying form ERO will select Form Processing, for E-Roll update ERO will select E-roll management and so on

Form Processing ERO will get these four options on clicking on ‘Form Processing’ icon ERO ORDER ACCEPT/REJECT ERO will act on all the forms which are forwarded to ERO. ERO can ‘accept’ or ‘reject’ form, ‘schedule hearing’ or ‘re- initiate’ form, act on ‘wrong AC marked’ forms FROMS ROLLBACK REQUEST ERO can put a roll back request from here for the accepted or rejected forms only and this has to be approved by DEO FORM TRACKING This tab can be used by ERO to track and check current status of forms under ERO’s purview E-ROLL UPDATE TRACKING This tab can be used by ERO to track which forms are updated in E-Roll.

Form Processing – ERO order accept / Reject ERO will see above tab on clicking ERO accept/Reject. Using this ERO can filter forms by using Form Type Filter and Request Type ( only in case of form 7 and 8) filters. ERO can filter the form based on status like – forward to ERO, Directly forward to ERO etc. To refine the form search ERO can use ‘From Date’ and ‘To Date’ filters, and Reference number filters. After reviewing the form, ERO will have three options to Take Action: Accept – ERO can accept the application Reject – ERO can reject the application by selecting appropriate reason from the portal Re–initiate – ERO can re-initiate the form at AERO/BLO level, if required Schedule Hearing – ERO can schedule physical meeting with the applicant, if required Wrong AC Marking – ERO can forward the application to other ERO/DEO, as required

Form Processing - FORM TRACKING ERO will see above tab by clicking on ‘Form Tracking’ tab. From here ERO can track status of all the forms on which ERO has acted upon or are assigned to ERO for acting upon. ERO can filter forms based on different status.

Form Processing – E-Roll UPDATE TRACKING ERO will see above tab by clicking on ‘E-Roll Update Tracking’ tab. From here, ERO can keep track of all the electors for whom ERO has done E-Roll update successfully. ERO can filter forms based on process type like Inclusion, Deletion, Migration, Correction and date range filters

Form Processing – FORMS ROLLBACK REQUEST This tab will have all the forms accepted/rejected by ERO, as rollback can be performed only on such forms. The rollback request lands with DEO, and DEO can accept/reject the request. In case of accept, the application will appear in ERO worklist with all options available like – accept, reject, schedule hearing, re-initiate, Wrong AC marking etc. In case the application is rejected by DEO, the status of the form remains same. After examining the form, ERO can request for rollback and put a remark.

E-Roll Management ERO can view all the accepted forms here. From here, ERO can select type of form and date range for updating in E-Roll. Once forms are updated, they will be visible under ‘Form Processing – E-Roll Update Tracking’. ERO has options to select all the entries or specific entries for E-Roll update. If form is failed during E-Roll update, it will be visible in this tab only with error details

DoP(Department of Post ) Status On clicking DoP Status tile, ERO will see screen as shown on right. ERO can select form type (Form 6 or Form 8) and date range in which EPICs were printed using ‘EPIC Printing Tool’. By clicking on ‘View Record’ ERO will be able to see records which are not yet booked with DoP for dispatching of EPICs. Once booking is made by clicking on ‘Generate Booking’ button, record is removed from here. By clicking on ‘VIEW REPORT’ icon ERO can check status of booked EPICs

Control Table Management By clicking on Control Table Management, ERO will see ‘Manage Master Data’ tile and from here ERO will be directed to CTM. Using this ERO can Manage details of Part and Sections

Control Table Management – Part Management ERO can manage the details of part under Part Management. Above screen will appear on selecting any part. ERO can update address, latitude, longitude, AMF, EMF and images of polling station using this.

Control Table Management – Section Management In Section Management, ERO will see list of parts on first screen. On selecting any part, list of all the sections in the part will be displayed as shown above. By clicking on action icon of any section, details of section will be displayed as shown on right side. ERO can add new section by clicking on ‘Manage Section’ button on ‘Section- management’ tab ERO will be able to edit section, sub-division, tehsil, town, ward, post office, section name details, etc. using the above shown screen.

Serialization By clicking on ‘Serialization’, ERO will see screen as shown on right. ERO can perform serialization, only if it is enabled by CEO. ERO performs serialization of all the parts before updating it to E-Roll data ERO will click on ‘Initiate Family Grouping’ button to start system generated Family grouping process. It will take few minutes to complete family grouping process of complete AC, till then status will show as in-progress, as shown on right. Once serialization is complete for part, it will show as ‘Completed’ as shown below All the parts for whom system generated family grouping is done will show in ‘Edit Serialization’ tab. From here, ERO can check and create family groups if required

Serialization ERO can Add new family group and drag and drop electors into it, if ERO wants to make changes in system generated serialization ERO has option to preview serialization of entire part after manual family grouping editing is done. ERO has option to Submit the serialization of part or if further editing is required it will be saved as draft By clicking on ‘Edit’ icon for part, under ‘Edit Serialization’ tab, above screen will be shown.

Serialization By clicking on ‘Verify’ button, all the parts in AC will be marked as Verified. OTP verification is mandatory for verification of serialization. It is optional to upload correctness certificate by ERO. ERO can still edit verified data by clicking on ‘ Edit Serialization’ tab. If ERO has to edit verified serialized data, ERO will have to remove correctness certificate ERO can ‘Update Serialized Data in E-Roll’ by clicking the button, it will take 5-10 mins to complete the process. It is the final step of serialization, after this no editing will be allowed ERO can see the status that it has been updated in E-Roll

Suo-Moto Deletions ERO will use Suo-Moto for deleting elector in case of: Elector migrated outside AC Death DSE deletion By clicking on ‘Removal of Dead Electors’, ERO will see ‘Death List’ tab. Here ERO has option to upload/view death certificate. ERO can generate Format B notice. If response is not received from elector or through BLO verification, then ERO can schedule hearing and notice will be sent to elector

Suo-Moto Deletions In ‘Report/Certificate Submitted by BLO’ tab, ERO can view responses of Format B notice or upload response of schedule hearing In ‘Final Deletion from E-roll’ tab, ERO must upload relevant document which is mandatory for deleting record from E-Roll. Notification to confirm deletion will be shown before deleting the elector finally from E-Roll as shown on right

Suo-Moto Deletions By clicking on ‘Removal of Permanently Shifted’ electors, ERO will see list of electors who have moved to other AC and their form 7 is auto generated ( reference number will be available here) under ‘Marking for Shifted Elector Form 7 Generated’. ERO can generate Format B or schedule hearing with elector to gather information. Based on this, ERO will finally make decision to delete elector in ‘Marked for deletion’ tab. If BLO collects information that elector has been shifted, then that list will be present under ‘Shifted Elector Data Provided by BLO’ tab. Based on this, ERO can either generate format B notice or schedule hearing of elector.

Revision/Publication History ERO will see above screen by clicking on ‘Revision/Publication History’ tile in ERO homepage. ERO can only view details of revisions scheduled by CEO. ERO cannot schedule/edit the scheduled revisions

Form 9-11 In dashboards section, there is tile for ‘Form 9-11’ as shown above. By clicking it user will be directed to screen as shown on right side. Forms can be downloaded for day-to-day basis for rolling one month period only, for example 7 th May to 6 th July. Form type will have list of forms to select from that is, form 9, form 10, form 11A, form 11B, form 9( Advance claim and objection). On selecting form type and time period, day wise reports will be generated. These reports can be downloaded in system

Population ERO can view the population details by clicking on ‘Population’ tile. The population details are entered/ modified by DEO.

Wheelchair Request Wheelchair request raised by applicant through VHA/Saksham App/notified through operator will be directed to ERO login. Under ‘Wheelchair Request’ tile, ERO can approve/reject wheelchair request. ERO can also view already approved/rejected/pending requests

User management ERO will get screen as on right on clicking User Management tile ERO can create logins for BLO/Operator/AERO, which will be approved by DEO ERO can accept/reject profile changes requested by BLO/Operator/AERO. ERO can also change their profiles from here, for example changing part allocation ERO can accept/ reject forgot password request raised by BLO/ AERO/Operator ERO can change password using this tile. Password change after 90 days is mandatory ERO can edit own profile, and this requires approval from DEO. AERO/Operator/BLO will be marked inactive if they do not login for 90 days, ERO can make them active from this tab. If ERO disables a user, then user is deleted from system and ERO will have to create that user again

User management CHANGE PASSWORD ERO should verify Captcha and create new password as per given instructions. ERO should confirm password by entering it again before submitting EDIT PROFILE ERO can modify personal details like name, mobile number, office address and number, email using this. And these changes will be reflected in DEO login for approval. ERO cannot change ERO user-id. APPROVE FORGOT PASSWORD REQUEST ERO can approve or reject the forgot password request that comes from AERO, Operator and BLO

User management CREATE USER ERO can create new user (AERO/Operator/BLO) using this section and they will be reflected in DEO login for approval MARK USER ACTIVE/INACTIVE If a BLO/AERO/Operator do not login for 90 days, they will be marked ‘Inactive’ by system, and it will reflect in ERO login. ERO can make them ‘Active’. And if ERO marks user as ‘Disable’ then such users can’t be activated again, ERO will have to make their new profile

User management APPROVE EDIT PROFILE REQUEST ERO can approve/reject edit profile request raised by AERO/Operator/BLO UPDATE PROFILE By clicking on ‘UPDATE PROFILE’ button on ‘Approve Edit Profile Requests’ page, ERO will be shown above page, from here ERO can edit/change part allocation and other personal details of AERO/Operator/BLO as per requirement

It will help user in analyzing existing electors in e-roll data User can analyze electors based on there gender, age and Pwd category User can also filter electors based on revision type and total additions, deletions and net electors in system User can even filter data for AC and part assigned to them There is drill down icon/ download icon on most of the charts, using this user can view data in chart in tabular format or can further drill down if option is provided. User can also download the chart data

Assign/Update Notional House Number By clicking on ‘Assign/Update Notional House Number, ERO will get two options. ERO can ‘Assign Notional House Number’ (as shown on right) or ERO can ‘Update Notional House Number’ ERO will be shown list of electors here corresponding to which notional house number is missing in selected part. ERO can also see count of total electors where notional house number is missing. Once house number is updated by ERO, it will get removed from list By clicking on hyperlink for ‘DOWNLOAD LIST OF ELECTORS’ ERO will be able to download list of total electors in part. It will help ERO is checking updates in notional house number

Assign/Update Notional House Number - UPDATE In Assign/Update Notional House Number, by clicking on ‘Update Notional House Number’ ERO will see above screen. Here ERO will be able to search the elector by entering EPIC number for whom notional house number should be updated. Once ERO will ‘SAVE’ the changes the same can be seen in ‘DOWNLOAD LIST OF ELECTORS’.
