4 DEPARTMENT OF EDUCATION Situationer 4 On March 17, the President issued Proclamation No. 929, declaring the Philippines under a state of calamity for at least six months. The Learning Continuity Plan (LCP) of the Department has also been drafted to ensure the health, safety, and well-being of the learners, teachers, and personnel in the time of COVID-19 while finding ways for education to continue for the upcoming school year amidst the crisis.

6 DEPARTMENT OF EDUCATION Situationer 6 The DepEd, Programming and Planning Division identified 3 Scenarios for BE-LCP that need to be considered in the implementation of SBFP: a)Distance learning modality only, no face to face and blended; Teachers will not report to school b)Distance learning modality only, no face to face and blended; Teachers will report to school regularly c)With face to face, blended and distance learning; Teachers will report to school based on modality

7 DEPARTMENT OF EDUCATION SBFP amidst COVID pandemic 7 COVID-19 pandemic caused closures of schools, affecting the implementation of the SBFP that hampered the access of the undernourished learners to nutrition and health services The department is currently looking into possible mechanisms/partnerships to be employed and/or adapted from both foreign and local agencies for the implementation of SBFP in this crisis situation

11 DEPARTMENT OF EDUCATION11 2. Target Beneficiaries  The same undernourished learners in SY 2019-2020.  Grade 6 learners who were promoted to Grade 7 no longer included  All Kindergarten are included  Pagadian City: 3746 recipients in 60 schools IMPLEMENTING STRATEGY PROPOSAL

Food Commodities  Foods that is eligible for dry-rationing -Fortified pastries & breads/Nutri-bun -Nutri-packs -Food products from FNRI technologies -local Fortified Blended Food -Fruits in season  Nutrient content shall be considered & calibrated IMPLEMENTING STRATEGY PROPOSAL

Food Distribution  Food supply may be picked-up by parents 1-2x a week on designated days and time and compliant to health standards  Schools may arrange a local transportation to distribute to the homes of learners  Schools may arrange with LGUs/barangay to assist in the distribution  Schools may arrange with partners IMPLEMENTING STRATEGY PROPOSAL

14 DEPARTMENT OF EDUCATION Engagement of Partners 14 The SHD is considering the mobilization of SBFP Core Group, as stipulated in DepEd Order 39, s. 2017 at the School Levels, and DepEd Health Personnel in partnership with the Barangay Council, to monitor the ration distribution and feeding activity within the household of the target beneficiaries. The SBFP Focals Persons with the asistance of the Barangay Health Workers/Barangay Nutrition Scholars may conduct regular house visits to record the progress of the nutritional status of the target learner beneficiary. All these undertakings shall be subject to the approval of NNC and LGUs

22 DEPARTMENT OF EDUCATION22 Hence, all ROs, SDOs as well as the health personnel are instructed and enjoined to extend full support and assistance through the following: 1.ROs shall provide updates/information to the SDOs to ensure that SBFP will be implemented. 2.The SDOs shall act immediately on the signing of the OMOA and PO and request funds from DBM. In the letter to DBM, request not to deduct withholding tax should be included in order that program funds remain intact; 3.The SDOs and schools shall decide on the mode of distribution of the milk packs to the beneficiaries aligned with their learning modality. If there is no face-to-face learning, a distribution strategy should be prepared by each school on how the milk will reach the children. The following options are offered: a) Parents can pick-up the milk on designated days and time, b) School personnel may opt to distribute the milk packs from the school to the homes of the beneficiaries; and c) School personnel may coordinate with partners such as the barangay or NGOs to distribute the milk packs from the school to the homes of the beneficiaries; Salient points:

23 DEPARTMENT OF EDUCATION23 4.The beneficiaries of the milk are the same learners identified during the implementation of SBFP hot meals using FY 2019 funds. Since the grade 6 beneficiaries have already graduated, they shall be replaced by new kinder entrants. Further instructions on this concern is included in the supplemental guidelines of DO 36, s. 2019 which will be issued this June or July 2020; 5.During the delivery of milk, one (1) authorized consignee and two (2) members of the Inspection Team should be present to sign the Delivery Receipt (DR) and the Inspection and Acceptance Report (IAR). These forms shall be brought by the suppliers during delivery and will be returned to the NDA/PCC field offices to enable prompt payment of the local dairy suppliers; and 6. ROs and SDOs are encouraged to conduct online conferences to discuss implementation matters. Salient points:
