1 Strategic Prevention Framework
SPF is a major national initiative of the Center for Substance Abuse Prevention (CSAP) of the Substance Abuse and Mental Health Services Administration (SAMHSA) The SPF focuses on a “systematic process” and the process requires frequent revisits to previous steps

2 SPF Overview The Strategic Prevention Framework (SPF) is a 5-step model Population-based: considers an entire range of factors that determine health. Use of data to drive decisions about selecting priorities and allocating community funds.

3 Five Steps of SPF Sustainability & Cultural Competence
Profile population needs, resources, and readiness to address needs and gaps Monitor, evaluate, sustain, and improve or replace those that fail Implement evidence-based prevention programs and activities Develop a Comprehensive Strategic Plan Mobilize and/or build capacity to address needs The SPF planning model uses data in a systematic way to make informed decisions about what types of interventions are best suited to address substance abuse and its related problems in a community. Through asking questions of the data available to inform the planning process informed decisions can be made regarding priority setting, selecting intervention strategies, appropriating resources, implementing interventions and modifying these as needed and planning for sustainability throughout the process. Each step feeds into the next and a non-ending cycle is created. SAMHSA envisions the SPF being enacted through an active partnership between the State and the Community The goals of the SPF are: 1) Prevent the onset and reduce the progression of substance abuse; 2) reduce substance abuse –related programs; and 3) Build capacity and infrastructure.
