Developed By The City Of Rochelle In 2007 160 Acres Zoned Special Use Technology District Electric Distribution – Dual Substation Feeds Redundant Fiber Optic Rings - Access to I-39 and I-88 Dark Fiber Developed in 2007 The is 160 acres Zoned under a Technology Overly District Dual fees to independent electrical substations and redundant fiber optic rings all located in private easements. City water and waste water services have been extended to the property. There have been other technology parks developed in the surrounding area that after more than 5 years have not landed a signal data facility to the park. The fore-thought and infrastructure put into the Rochelle Technology Park resulted in its immediate success. This today is home to Water and Waste Water

Home To Allstate Data Center – 50,000 Sq. Ft Facility Western Processing Data Center - 80,000 Sq. Ft Facility RMU Technology Center Allstate Data Center – 50,000 Sq. Ft Facility Opened in the summer of 2009, employs 15 to 20 full time employees, that includes 24 hour onsite security, The data center is a LEEDs certified facility, (leeds stands for “Leadership in Energy & Environmental Design) It supports a Certification standard by which buildings are rated. This is a system developed by the US Green Building Council. LEEDs takes many items into consideration when certifying buildings. Cooling, Power Consumption, roofing material even landscaping. The Allstate Data Center was only the 10th data center built in the that was able to achieve LEEDs GOLD certification. It is most energy efficient data center in the Midwest. Interesting fact: The same year the data center came online, the company was able to have a real impact with electronic billing. The push to electronic billing helped Allstate eliminate 41 million pieces of mail yearly and avoids approximately 3,600 metric tons of greenhouse gas emissions. 2) Western Processing Data Center - 80,000 Sq. Ft Facility Opened in fall of 2009 The Western Processing Data Center employs 20 to 25 full time employee’s It also is a Leeds certified Energy efficient Facility They however have been a little more secretive about building and have not released many facts. 4) Ogle County has also purchased land to build an Emergency Response Center (911 Dispatch) for the county. 4) RMU Technology Center Next we have the RMU Technology Center our facility has also followed several of the LEEDs certification guidelines but did not obtain LEEDs certification, A white reflective roof, energy saving heating and cooling are some of the qualifications we did follow.

Tier 3 Construction 3000 Square Feet - Raised Floor Space Redundant N+ 1 Power and Cooling Onsite Emergency Power Generation Video And Key Card Security Redundant Fiber Optic Paths Opened in the Spring of 2009 12,000 Square Foot Facility Tier III: meaning multiple power and cooling devices, with redundant components, and ability to maintain a certain % availability, From opening till today we can say that the facilities availability is 100%. We have not had a sever fail due to a power outage or heat related issues. 2) 3000 Square Feet - Raised Floor Space raised floor in the data center means under floor cooling and power distribution 3) Redundant N+ 1 Power and Cooling All infrastructure, Power Cooling and fiber connectivity are N+1 redundant 4) Onsite Emergency Power Generation On site 750Kw generator, 250 Kw UPS system for raised floor area, A and B power distribution. UPS is used for the lag time it takes for the generator to start and take over the building load. 5) Video And Key Card Security 17 onsite cameras monitored 24 hours a day, all motion is recorded and stored, All exterior doors and high security area doors are key card controlled. 6) Redundant Fiber Optic Paths Separate independent fiber ducts feed into the facility from opposite sides, currently capacity is 1200 fiber connections. 7) Collocation Services We offer Private collocation cages, with 24 X 7 access to our collocators or universal access data racks for smaller applications Collocation Services AT&T, Verizon Business, Above Net Maplehurst Farms

Members – City of Rochelle, Ogle County, Winnebago County, City of Rockford, Boone County and NIU 2) Redundant - Self Healing; Dense Wavelength Division Multiplexing (DWDM) Fiber Network (Initial 40 Gigabit Back Haul) DWDM is a technology used to increase the bandwidth capabilities on fiber networks, using multiple frequencies of light, networks initial design supports 40 Gigabit on its back haul. With a maximum capacity of 320 Gigabytes. 3) Network Consisting Of A 175 Mile Fiber Optic Triangle The network rides along 175 miles of fiber stretching from Rochelle east along I-88 to I-290 in the west suburbs, it then goes north along I-290 to I-90 where it heads back east to Rockford, at Rockford it turns south and continues back to Rochelle on I-39. The fiber network consist of a lease of Illinois State Toll way fiber along I-88, I-290 and I-90. The stretch of fiber along I-39 was acquired with an inter- governmental agreement between the City Rochelle and the Illinois Department of Transportation. 4) 4 Main Access Points Or ”Nodes” Nodes or access points onto the network are located in Rochelle, Rockford, Hoffman Estates and Dupage National Tech Park. Using fiber assets around northern Illinois access to this network from virtually anywhere is possible. 5) Access To Services And Competitive Pricing From Other Regions The biggest asset this network will provide is the ability to bring services from the Chicago area to Rochelle, allowing local business and consumers competitive pricing and carrier selection, that have not been available in the past due to our rural location. The NITT is currently working with a marketing firm to assist in promoting the network and its capabilities; there are 3 potential customers already with high interest in the networks possibilities. The NITT will also in the near future be holding a lighting ceremony to publicly announce the networks completion. All of this would not have been possible if our elected officials; past and present, had not had the vision of what technology could bring to a community such as Rochelle. I am a member of numerous broad band committees and boards, And I have to say that our surrounding communities are envois of the position Rochelle has when it comes to technology. I thank you all for coming tonight and would like to open it up to a few questions before we move on with tonight presentations. Access To Services And Competitive Pricing From Other Regions
