2 Who should be here? Any instructor who is qualified to teach the 2013 edition NFPA 1001 Fire Fighter certification program Any FF qualified instructor who fails to get the requalification will not be allowed to continue teaching FF in either edition Instructors missing the requalification will have to go to Qualification School to become qualified again

3 Dates of Change The 2019 edition will begin on July 1, 2020
The 2013 edition will continue to be offered until 12/31/2021 – 18 month overlap

7 NFPA Standard NFPA 1001, Standard for Fire Fighter Professional Qualifications 2019 Edition 2013 Edition – current version in use and will be available until Dec 31, 2021 2019 Edition – will be used going forward after July 1, 2020 Any person beginning after July 1, 2020 should begin to take the new courses New numbers have been assigned for single courses, blocks, and series FIP 3000 will no longer exist after July 1, 2020 – replaced by FIP 3030 There is a 18 month overlap between the 2013 edition and the 2019 edition.

8 Textbook Jones & Bartlett – Fundamentals of Fire Fighter Skills, 4th Edition Due to copyright, lesson plans must be password protected Request from the Delivery Agency FF Qualification Box in OSFM24 Fundamentals of Fire Fighter Skills and Hazardous Materials Response, 4th Edition These books can be purchased separately but will cost more Emergency Medical Care - NC version with EMC Combines FF and HazMat book with EMC ISBN: EMC book can be purchased separately for TR NC lesson plans can be retrieved from the OSFM website

9 2019 Format Changes The previous program had significant duplication
Ex. Ventilation required an instructor to teach ladders due to students never having had ladders training More time dedicated to teaching and less to testing Reduces the number of tests given All written tests come directly from textbook More time for mastery of skills

10 Delivery Methods Fire Fighter Series Current format for 2013 edition
Will be allowed to continue through December 31, 2021 2019 format will NOT be backwards compatible with single courses 2019 edition course delivery format 13 courses plus EMC, HazMat Ops, TIMS Block Format 3 Blocks plus FIP3029 – Fireground Ops 9 (Fire Control) Fire Fighter Series

11 Delivery Method 1 – FF 2013 Continue the Fire Fighter Certification 2013 edition Option continues through December 31, 2021 100% testing on all practical skills Taught from the FF 2013 NC lesson plans and skills Reference materials may come from either J&B Fire Fighter Fundamentals, 3rd edition or IFSTA Essentials of Fire Fighting, 6th edition Test questions come from lesson plans

12 Delivery Method 2 – FF 2019 Entire fire fighter curriculum broken up into 13 courses Does not include corequisites of: EMC TIMS Haz Mat Ops Courses will range between 24 – 40 hours Will be a recommended order, but not required Still need to meet NFPA 1403 requirements for Fireground Ops 9 Will take one comprehensive test of the material covered in each course – number of test questions still TBD Courses covering Fire Fighter I & II will take a level I and level II exam Fire Fighter General & Communications Fire Fighter Fireground Ops 4 Fire Fighter Fireground Ops 9

20 Delivery Method 4 – Fire Fighter Series
Entire 2019 fire fighter curriculum covered during one course Does include corequisites of: TIMS EMC Haz Mat Ops Will range between 428 – 516 hours Courses can be taught in the order as set forth by the delivery agency Will take a: 100 question Fire Fighter I test 50 question Fire Fighter II test Will take corequisite tests for Haz Mat Ops

Most of these are now called applications Based on the text book – testing each application New curriculum will have 61 tested skills Based on the NFPA standard Many applications may make up a tested skill Added two failure checkboxes Critical skill failure Safety stop failure

Hose Rolls Ladder carries Forcible entry methods Select the method or scenario to test The skill sheet (most of them) doesn’t dictate which method to test Entire class is tested on the same scenario/situation Instructors need to teach the applications found in the textbook

29 Practical Skills – Roll, Carry, & Load Hose
CURRENTLY: Roll: Straight roll, donut roll, double roll Carry: Accordion Load: Accordion load, minuteman load, triple layer load NEW: Clean, Inspect, Return Fire Hose to Service Shows that we are not grading each application of a particular skill. The instructor will have to get a little creative to grade the skill. The good instructors will appreciate the latitude, the lazy instructors will complain that we are not telling them exactly what to do. Explain correlation sheet Fire Suppression Skills

30 Practical Skills – Knots
CURRENTLY: NEW: Old example requires the student stating the purpose of the knot. That is not included on the new skill – just performing the skill. The requisite knowledge of uses of the knots can be found on the written exam.

31 Skill Sheets Failing students
Two attempts First attempt - review score sheet with student (students are allowed to know what they missed, but not how to correct it) Failure of second attempt- student receives no credit for course Be as detailed as possible Critical failure Sum of missed steps Student quit Safety failure Paint a solid picture of the circumstances surrounding the failure This will be your justification if testing is called into question This needs to be stressed. There have been a lot of situations where instructors are not properly filling these out with any type of information other than a few check marks. The more detail on the skills sheet, the better the delivery agency has to justify the failure.

32 PPE Requirements When testing skills:
Must be in the level of PPE as if it were a true emergency When practicing skills (examples): Ex. 1 First time through the entanglement box; work uniform, bunker gear Second time; SCBA, not breathing air Third time; equivalent for testing Ex. 2 First time ventilation; bunker gear Second time; bunker gear, SCBA not breathing air Designed to get the point across that when they are testing they need to be at a certain level of PPE for the practical skill. Being graded on doing forcible entry wearing just bunker gear is not acceptable. Practicing at various levels of PPE working towards full PPE is ok.

33 Policy & Procedures – Suspension, Denial, or Revocation, of Certification – Instructor Consequence Policy – Policy for Testing 100% of practical skills Instructor Statement Skills check off sheet Proctor Meant to ask questions about these topics, not to be taught. They are already qualified instructors and should know this material. Provide a handout of the Policy for Testing for the students to take with them.
