REGULATION WJEC: SPEC THEORIST Livingstone & Lunt
The idea that there is an underlying struggle in recent UK regulation policy between the need to further the interests of citizens (by offering protection from harmful or offensive material), and the need to further the interests of consumers (by ensuring choice, value for money, and market competition). The idea that the increasing power of global media corporations, together with the rise of convergent media technologies and transformations in the production, distribution and marketing of digital media, have placed traditional approaches to media regulation at risk. THEORIST Livingstone & Lunt Sonia Livingstone is a Psychology professor at the London School of Economics. Peter Lunt is a professor of Media and Communication at the Leicester University.

Livingstone and Lunt’s work constructs a critical analysis of the changing regulatory landscape in the UK over the last 30 years, exploring both consumer and citizen audiences. 1.Freedom and Safety: There is an underlying struggle in recent UK regulation policy between the need to further the interests of citizens and the need to further the interests of consumers. Citizens need protection from harmful or offensive material, often through censorship. Consumers need choice and value, often through free market competition. How can regulators achieve both. 2.Corporate Challenges: The increasing power of global media corporations have placed traditional approaches to media regulation at risk. As conglomerates become more concentrated (increasing market share) and diversified (branching into other industries), they become increasingly profitable and powerful. Regulatory bodies must ensure the Media supports democracy in society. In order to do this, the regulators try to ensure that the principles of diversity and pluralism (condition or system where two or more entities coexist) are followed by the media.
