Strengthen Knowledge Management for Greater Development Effectiveness in the Near East, North Africa, Central Asia and Europe – funded by IFAD

2 Capacity Needs Assessment (CNA)
To assess capacity needs and knowledge management (KM) gaps These gaps shall be determined and desired capacity development activities formulated Will be addressed through organizational learning capacity development activities across partners

3 Goal of this CNA Intention to answer the following questions for the partner organizations Where are we now? Where do we want to go? What is the best way to get there?

4 Methodology A set of capacity assessment tools have been selected
Tools are derived from a toolkit created by ILRI and ICARDA based on publications Adapted and selected to the needs of this project

5 Envisioned Activities to be implemented
Online Courses (Webinars, Courses) Symposia (in exchange between project partners) Learning routes (visits to different locations for exchange of experience)

7 Stakeholder Analysis and Power Interest Matrix
Conducted in a Focus Group To gather information about the stakeholders of the partners Map their power and interest in their work In order to get an overview about the most relevant stakeholders and how they influence the partner’s work

10 Individual Scoring Set of questions targeting different dimensions (enabling environment, organizations and individuals) Focusing on Knowledge Management Conducted through a survey with mainly closed questions

11 Individual Scoring Knowledge Sharing Network
Is technology (e.g. PCs, communication technology, Internet access) available and allocated appropriately? Can you describe the tools used to support knowledge management? What is the frequency of knowledge sharing? Is the knowledge you disseminate showing proper attribution and or licensing? To whom is your knowledge accessible? Is this gender and youth inclusive with respect to means and content? Monitoring How do you conduct monitoring? Do you have a platform in place for monitoring? What’s the frequency of your activities (continuously, regular intervals, occasionally when requested, etc.)? Is this gender and youth taken into consideration? Do you have ontologies/controlled lists (e.g. standardized data)?

Do you have indicators, factors or metrics in place? What impact factors, if any are you observing? What do you think about these? Is sharing more relevant than impact? How do you use evaluation results for institutional learning? Capacities on Communication What are your communication processes? Do you have a designated communication officer?

Set of questions addressing hardware, software, internet connectivity of the organization Addressed at staff of all levels To get insight in the infrastructure and if people are enabled to use it if available

Do you have access to adequate infrastructure in place to support knowledge management? Is internet accessibility reliable? Is internet speed sufficient? Please define the technology available Is the hardware you are provided with adequate to support knowledge management? Is the software and/or other tools adequate to support knowledge management?

17 Organizational Scoring
Conducted as an interview with a key informant of the partner organization To get insight in different dimensions (Policy, Partnership, Knowledge, Implementation) From a key informant of the organization
