1. Principal residency Grant program, cycle 3 Competitive grant opportunity
ESC Region 13

2. PURPOSE
To provide LEAs with an opportunity to build strong campus leaders and help support internal leadership pipelines through full-time, year- long principal residencies.
Note: Principal resident is an aspiring principal practicing leadership responsibilities in an intern-like position on your campus.

3. LEA’s awarded this grant will…
Identify strong principal residents from among their current staff through a targeted recruitment and selection process
Partner with an effective principal educator preparation (EPP) that provides residents with course content focused on best practices in campus leadership, including a concentrated focus on instructional leadership
Design and implement a year-long, full-time residency with a focus on authentic campus-based leadership experiences in partnership with the EPP

4. GRANT REWARD highlights
LEA’s or charter networks may…
Request up to $70,000 per principal resident
Request funding for a maximum of 10 principal residents per LEA or charter network (total of up to $700,000 if you propose to serve 10 principal residents)
Funding can be used to pay principal certification program costs, part of principal resident salary, certification program textbook and state testing costs, principal mentors a stipend, and more
Grant award period is Feb.1, 2020-Aug. 31, 2021 (next school year)
LEA’s must provide a match of $15,000 toward each principal resident’s year-long full-time salary (federal funds not allowed)

5. Other important notes
On the application, LEAs must disclose the number of principal residents for which they are requesting funds
Principal residents funded by award may not already hold a principal certification in the state of Texas
Principal residents may not have significant classroom responsibilities; residents can teach a maximum of 2 hours per day and must spend the majority of the day engaged in campus-based leadership experiences as part of the clinical residency.
Grant recipients must partner with specified list of approved EPP providers which includes ESC Region 13’s Principal Certification Network
Grant recipient LEA mentor principals and EPP rep must attend TEA Principal Residency Summer Institute in June 2020 (likely 2-3 days)

6. Eligibility requirements
LEA’s with at least one campus that received an “F” rating overall per the 2019 Accountability Ratings and/or with at least one campus labeled Targeted, Additional Targeted, or Comprehensive per the Title I Status. An eligibility list is posted in the resources folder linked on slide 12.

9. admission To be eligible for PCN, applicants must have:
Master’s degree from an accredited university with min. 3.0 GPA
Competed 2 years of qualified teaching experience
Completed 3 years of leadership experience (committee member, PLC or Team Leader, Dept. Chair, managerial experience, leading an initiative in the organization/campus/district, etc.)
Hold valid Texas Teaching Certificate

1st Summer Training includes state-required, high-leverage, and best-practice professional development
Blended Learning includes 9 online courses, each launched with a Saturday face-to-face meeting
PCN calendar works with education calendar with program work breaks Thanksgiving week, Winter Break, Spring Break, July 4th week

Program Coordinator and Field Supervisor support
Relevant, hands on leadership experience using 9 Pillar Performance
Assessments embedded within program curriculum/experience
Latest research, trainings, and resources integrated into coursework and activities

July 2020-September Blended Learning, 9 Online Courses with face-to-face class launching each
