Before accession, the acceding country has to be compliant with the EU acquis

3. IPA 2015 MBP
Service contract 9.8 MEUR, mainly to AL,BA,XK (but also to ME,MK,RS,TR)
Grants to ME, MK, RS, TR, total 6.0 MEUR to 4 countries
Implementation since April 2017, but most activities started in November End of activities in October 2019
Three 6-monthly progress reports of the service contract provided so far
New: to finance Peer Reviews from IPA programmes
Kosovo, Serbia in 2017; Albania, Montenegro in 2018
New: one or two ad-hoc projects for AL,BA, XK – increased flexibility
Traineeships – 4 rounds of 3.5 – 5 months each + shorter ad hoc
3rd round 3/09/2018 – 14/12/2018
4th round 14/01/2019 – 14/06/2019

4. IPA 2017 MBP
Service contract 7.5 MEUR, mainly to AL,BA,XK (but also to ME,MK,RS,TR)
Grants to ME, MK, RS, TR, total 5.6 MEUR to 4 countries
New: Statistical Projects with increased focus on complete compliance at the end of the project, including transmission of statistical data
Inception phase of the service contract January to April 2019
Implementation of service contract: to start for some activities on 1 May 2019 and last until 2021 Q4; grants – –
Traineeships – 4 rounds of 3.5 – 5 months each
1st round 3/09/2019 – 13/12/2019 is in preparation
New: Grant to IMF, successor of the current Swiss-funded activities by IMF
External sector statistics (Balance of payments, Investments)
200,000 EUR

5. IPA 2019 MBP Currently in design phase
Financing decision expected later during 2019
Service contract and Grant agreements to be signed before end 2020
Implementation mainly during 2022 and 2023 (tentative)
Complementarities with national IPA programmes under discussion with the EU Delegation in each partner country.
