Constitutional Mandate
1. The GCIS Mandate Constitutional Mandate Legislative Mandate Section 195 (g) of the Constitution (1996) - Public should be provided with timely, accurate and accessible information. Deepen democracy and sustain nation-building and patriotism by ensuring that the citizenry is informed about government programmes and that they are able to influence and participate in such programmes. The South African Communication Service was dissolved in 1998, and the GCIS established by Cabinet, largely on the basis of recommendations contained in the report of the Task Group on Government Communications (Comtask: 1996: 58). The Public Finance Management Act, 1999 (Act 1 of 1999), as amended. Section 41: Cooperative governance values. Section 195: Basic values and principles governing public administration. Sections 231: International agreements. The Medium Term Strategic Framework Framework for Developing Strategic & Annual Performance Plans.

4. Strategic Goals and Objectives

5. Service Delivery Environment
Contested communication space led to fast-moving and complex communication environment with rapidly changing media reporting. Heightened service delivery & student protests Constrained fiscus and inadequate baseline budget restricts mandate implementation. Heightened gender-based violence (GBV) GCIS to lead catalytic campaigns in areas of crime, corruption and GBV in collaboration with other government departments. Senior Management Services vacant positions and secondments. 6

6. 2016/17 Performance Highlights
Vuk’uzenzele raise R through advertising revenue, which was used to print an additional million copies. Distributed million copies of the newspaper and Braille copies were distributed. 555 Thusong marketing events were held to increase the visibility of Thusong service centres, which serviced about people. Conducted community and stakeholder liaison visits it included 242 community dialogues 1839 development communication projects conducted on government priorities 299 radio products and services provided. Seven were live link-ups of government events, 60 were phone in programmes, 21 was for the production of adverts and 211 were recordings of government events. Ten cluster reports and two Pulse of the Nation reports were produced during the 2016/17 financial year.

6. 2016/17 Performance Highlights Cont.……
Supported political principals in 252 izimbizo events which included: Two Siyahlola Presidential Monitoring Programme where President visited Kwaggafontein in Mpumalanga focusing on service delivery and Soshanguve in Gauteng focusing on drug and substance abuse. The South African Government News Agency (SAnews.gov.za) published over 300 stories every month. At the end of March 2017 – the SAnews Twitter account following was close to followers – sitting at around Government communication training: 331 Communicators, 613 Councillors and 59 Students. Ten cluster reports and two Pulse of the Nation reports were produced during the 2016/17 financial year.

7. Programme 1: Administration
Overview of Achievements Obtained Clean Audit results for 2016/17 Practised sound financial management processes and procedures - spent R380.1 million (98.7%) of its allocated budget of R385.2 million in 2016/17. Maintained the vacancy rate at 8 % throughout the financial year. Human resources and financial constraints put staff under pressure but the organisation still achieved 96% of the planned targets. A 24/7/365 days wellness programme to support staff and immediate family facilitated wellness and healthy life styles among staff. Information systems and hardware was available more than 95% of the year, enabling the department of function efficiently Implemented an e-EPMDS for performance assessments and agreements. Established a Risk Management Committee. Challenges Constrained fiscus and inadequate baseline budget restricts mandate implementation; Poor maintenance of the building and non-upgrade of IT infrastructure due to financial constraints. Overview of Achievements Communication & Content Management Produced 97 advisory research reports. Published 38 editions of communication products - Vuk, South African Year Book, PSM, GovComms to deliver government information. Offered language services – editing, translations, copywriting - to departments. Provided communication services to departments - photographic, video, radio and graphic designs. The South African Government News Agency (SAnews.gov.za) published over 300 stories every month. At the end of March 2017 – the SAnews Twitter account following was around Implemented 332 media-buying campaigns for various programmes and services. Cost of advertising was R227 million. Departments paid R and savings was R (12.91%). Produced 142 sets of key messages and 129 opinion pieces. Challenges Lack of funding for communication campaigns. Aging equipment (media production). Communication & Content Management Overview of Achievements Supported the development of 44 departmental communication campaigns to ensure alignment to the national communications framework. Facilitated 47 engagements between the media and government to unpack government policies and programme of action. Coordinated 252 izimbizo events of political principals to ensure engagement with communities for participatory democracy. Through the implementation of outreach campaigns GCIS was able to reach diverse communities particularly those in rural areas. Coordinated the 11 cluster media briefings that provided government an opportunity to further communicate progress made on the implementation of the government programme of action (PoA). Coordinated and achieved 10 request-based communication training sessions for government departments and municipal communicators.

Communication & Content Management Challenges While local community protests have different causes, inadequate communication of successes and challenges by municipalities contributes to this contested local environment. The frontline/coalface service presence of the GCIS human capital continued to decrease in 2016/17. A limited budget has impacted the scale and scope of development communication projects, narrowing the reach and scale of GCIS provincial and district offices.
