1 RNE ETA Programme Overview
13th of March 2019

2 ETA Programme objectives
Share best practices between IMs as far as assessing forecast messages is concerned Assess the accuracy of existing forecast calculation Develop IT solutions that help IMs to share forecast message data October 2017

3 Forecast qualifier

4 Forecast qualifier Option 1 based on the time the message was sent and the forecasted time at the forecast point Option 2 based on the time the message was sent and the actual time at the forecast point Both were implemented into TIS Forecast made by captain: we will arrive in 30 Minutes In fact, the plane arrives in 35 Failure of forecast 30-25 Relative mistake Option 1 5/30 17% Relative mistake Option 2 5/35 14% 7 October 2019

5 Forecast qualifier first results
The Forecast qualifier has shown that the calculated forecast messages were not so good and precise as expected Additional workshops and meetings were carried out: the information in the IMs system were the same as the information in TIS the forecast message time stamp in TIS (when the forecast is produced) is based on the time when the message is received by TIS Based on the first findings the mythology was re/discussed during additional meetings A time shifting ETA was produced in parallel Unlinked trains are a blocking point for the ETA calculation, as the link to the entire international train get lost Sharing of forecast information SBB and DB are including train running information from their neighboring IM into their forecast message calculation ÖBB is including forecast information from some IMs into their internal forecast message calculation 7 October 2019

6 Thresholds Only verifying the quality of messages in this interval
Forecast point The reports are based on flexible timeframes 7 October 2019

7 Forecast qualifier report
Detailed report has been developed in OBI (RNE Reporting Tool) showing different options and possibilities how to analyze forecast messages and produce results based on different parameters such as: Time period in which messages can be monitored Selection of: different IM train types reporting points Defining time frame for messages prior arrival of train at reporting point Defining ranges for different approach 7 October 2019

8 ELETA - Electronic exchange of Estimated Time of Arrival information
Companies involved in the project are HACON and Synfioo RNE is sharing data for ELETA project Common Interfaces between TIS, Synfioo and HaCon have been set up Round about 80 international trains are being monitored and train running, forecast, delay reason and time tables are being continuously transmitted to both suppliers Further support and quality checks are carried out The ELETA projects supports the aim to develop one common ETA qualifier and RNE has forwarded the current results of the RNE ETA project to ELETA 7 October 2019

9 State of play

10 RNE ETA Programme state of play
Methodology for calculating quality of ETA is on the table proposed by RNE. Currently there are no other proposals. Points to be monitored for quality of ETA shall be reduced. Based on the ELETA and RNE advise, ERA was included into the Task Force. The aim is to include more rail actors and to adopt the legal framework (TAF TSI). All parties involved in the program (RNE, IMs, ELETA) are checking proposed methodology for calculating ETA qualifier, and analyzing first results provided by RNE reporting tool (OBI). 7 October 2019
