2 Federal Customer Problem/Need
Heilmeier: What are you trying to do? Articulate your objectives using absolutely no jargon. How is it done today, and what are the limits of current practice? Clearly identify who your customer is (Agency, department/directorate, office, etc.) Describe their mission need / gap / risk Describe how big the problem is – show it is important to solve Describe the problem in terms that will make it easy to understand (later) how your solution will address the problem Provide enough technical information to understand the problem, but don’t focus exclusively on technical content. Avoid jargon!

Heilmeier: How is it done today, and what are the limits of current practice? What is the state of the art? What are the limitations of the state of the art? What alternative (or competitive) solutions exist? What are their limitations? Not just what exists today, but what else will/may/could exist in the same time frame as your solution will take to develop?
