5 About the ELPAC

6 Who Are English Learners?
English learner (EL) students are students who may speak a language other than English at home; AND need additional language supports to learn English and access instruction. In the 2018–19 school year, there were approximately million ELs in California public schools. Fewer than the year 2017–18 2018–19 ELPAC Post-Test Webcast

9 What Is the ELPAC? The English Language Proficiency Assessments for California (ELPAC) Required state test for English language proficiency (ELP) Must be administered to all students identified as ELs in kindergarten through grade twelve Operational since spring 2018 This year marked the second operational administration 2018–19 ELPAC Post-Test Webcast

10 Purpose of the ELPAC The Initial ELPAC determines whether new students should be identified as ELs. The Summative ELPAC assesses the progress of ELs in acquiring the skills of listening, speaking, reading, and writing in English. Scores are used for federal accountability reporting; the English Language Progress Indicators (ELPI) for the California School Dashboard; and student reclassification decisions. 2018–19 ELPAC Post-Test Webcast

11 What Does the ELPAC Measure?
It produces three scores: Overall composite score (oral language and written language) Written language composite score (Reading and Writing) Oral language composite score (Listening and Speaking) 2018–19 ELPAC Post-Test Webcast

24 Format of an SSR PDF The SSR PDF is a single-page report, front and back, with dynamic text options. Electronic and downloadable PDFs will be available for LEAs to download from TOMS.  SSR PDFs are produced in English. Additional SSR PDFs in Spanish, Vietnamese, Pilipino, or Chinese (Traditional) are also available if the student’s home language is one of these languages. Aligned to the California ELD Connectors for the Alternate ELPAC, which are based on 2012 California ELD Standards Purpose Provide consistent, standardized measurement of ELP across the state for students with the most significant cognitive disabilities Initial Assessment for classification as an EL or as initial fluent English proficient Summative Assessment for progress toward ELP and to support decisions on reclassification as fluent English proficient 2018–19 ELPAC Post-Test Webcast
