Law concerning the Exceptional Cases of the Medical Practitioners' Act, Article 17,
on the Advanced Clinical Training of Foreign Medical Practitioners

【Purpose】
The purpose of this Law is to enable foreign medical practitioners who have entered Japan for the purpose of learning medical knowledge and skills, to engage in medical practices.
【Definition of "advanced clinical training"】
The term “advanced clinical training”　means the practices conducted by foreign medical practitioners who have entered Japan for the purpose of learning medical knowledge and skills, at a hospital designated by the Minister of Health, Labour and Welfare under the on-site instruction and supervision of a clinical instructor.
【Permission for Advanced Clinical Training】
A foreign medical practitioner may engage in advanced clinical training by obtaining permission of the Minister of Health, Labour and Welfare with the following provisions, that the applicant:
① has entered Japan for the purpose of learning medical knowledge and skills
② has the knowledge and skills concerning medical science necessary for engaging in medical practice
③ has experience in clinical medicine of not less than 3 years after obtaining the medical license
The effective term of the permission shall be the term designated by the Minister of Health, Labour and Welfare within a period not exceeding 2 years.
