4 The background to Pressure Equipment regulation in the UK
Health and Safety Executive (HSE): responsible for national regulations pre-PED Department of Trade & Industry (DTI): responsible for ‘New Approach’ policy and manufacturing industry Views of industry channelled through professional institutions and trade associations

5 Focus on DTI role DTI negotiates the directives
DTI implements through secondary legislation Pressure Equipment Regulations (SI 1999/No. 2001) (PER) DTI sets up the compliance ‘machinery’ DTI leads the compliance effort through: Publicity material Arranging ‘PED events’ leading for the UK in pan-European analysis of PED DTI web-site (

6 Focus on HSE role Replaces old national regulations with new ones:
Pressure Systems and Transportable Gas Container Regulations 1989 (PSTGCR) revoked Pressure Systems Safety Regulations 1999 (PSSR) Enforces PER through its network of field operations Accounts for activity to DTI through a ‘Service Level Agreement’

HSE has national responsibility for all industrial sectors Field operations is regionally based but co-ordinated through SAPID database Several industry specific teams (e.g. agriculture and wood, polymers and fibres, engineering, offshore) Specialist technical advice – pressure systems expertise based in Liverpool Potential for outsourcing where appropriate External stimuli

12 To sum up ……… Administration of PED in UK is a partnership on several levels PED is a highly complex directive and enforcement strategy must reflect this UK: large member state with relatively high ‘exposure’ to PED Market surveillance strategy tailored accordingly
