3 CTCN Mandate, Services and Structure
The CTCN’s mission is “Stimulating technology cooperation and enhance the development and transfer of technologies to developing country Parties at their request” Services: Technical assistance to developing countries Knowledge sharing and training Fostering collaboration on climate technologies (including linking climate technology projects with financing opportunity) Structure: CTCN is hosted by UNEP in collaboration with UNIDO and supported by 11 partner institutions with expertise in climate technologies

4 CTCN Structure Conference of Parties and CTCN Advisory Board guide the work of the CTCN CTCN operations are conducted via: The CTCN Secretariat hosted by UNEP and UNIDO CTCN Consortium: 11 independent, regional and global organizations with expertise in a variety of climate technology sectors An international network of academic, multilateral, NGO and private sector institutions National Designated Entities (NDEs): national CTCN focal points selected by each country to coordinate and submit technical assistance requests to the CTCN

5

7 National Designated Entities
Assigned by each Party to the UNFCCC Focal point for CTCN engagement Manages national submission process of the technical assistance requests made to CTCN Need to establish NDE to participate in CTCN Technical Assistance Manage national level stakeholder engagement Facilitate in-country activities

8 Through its Network, the CTCN mobilizes policy and technical expertise from academia, civil society, finance and private sectors to deliver technology solutions, capacity building and implementation advice to developing countries.

10 Fast and short (3 pages) application process for countries
CTCN Technical Assistance Fast and short (3 pages) application process for countries Provided: • To developing countries upon their request • Free of charge (value up to 250,000 USD) • State of the art and locally relevant expertise • To academic, public, NGO, or private entities • For a broad range of adaptation and mitigation technologies At all stages of the technology cycle: From identification of needs; policy assessments; selection and piloting technology solutions; to assistance that supports technology customization and widespread deployment

11 CTCN Assistance You want to identify the most appropriate NAMAs/INDCs/NAPs to develop? The CTCN provide you with: Analysis of technologies barriers (e.g. supply chain, financial barriers, etc.) Assessment of technology cost and benefits (energy impacts, benefit on employment, etc.) Prioritization on the more appropriate technology options, based on climate and development benefits Feasibility study on specific technologies

12 CTCN Assistance for Development of plans
You want to design a NAMA/INDCs/NAPs? The CTCN support you in: Developing a Technology Action Plan to feed into these implementation plans Drafting a national strategy for a technology Applying tools developed to design plans Developing a finance and implementation plan Designing MRV system adapted to country institution and set-up

13 CTCN Technical Assistance: How it works
Step 1: Identify the need Academic, agricultural, business, industry, municipal/national government office, or NGO entity needs technical help on a specific topic that is aligned with official government priorities on adapting to climate change or energy efficiency Step 2: Contact National Designated Entity (NDE) The interested party contacts his/her National Designated Entity (NDE). The NDE is the CTCN focal point for the country and is responsible for coordinating and submitting requests for assistance. The NDE works with the applicant to prepare and submit the short request to CTCN headquarters. Step 3: The CTCN selects an expert team The CTCN receives the requests, determines eligibility, and assembles a group of experts to develop a plan for the assistance, in close collaboration with the applicant and the NDE. This is a collaborative process and the plan needs to be agreed among all parties. Step 4: The expert team provides a solution The experts work with the applicants and other stakeholders to provide a customized solution to the request.

16 Technology Needs Assessments

17 This includes research needs for climate technologies!
Understanding climate technology needs is the starting point for effective climate action This includes research needs for climate technologies!

18 What are the Technology Needs Assessments?
TNAs are a set of country-driven activities that identify mitigation and adaptation technology priorities of developing countries, which: (researchers need to be part of the process) identify and prioritise mitigation and adaptation technologies for selected sectors; identify, analyse and address barriers hindering the deployment and diffusion of the prioritised technologies, including the enabling framework for the said technologies; Entry point for research conduct Technology Action Plans. Highlight Research needs

19 Why Technology Needs Assessments?
-Technology issues mentioned in the Intended Nationally Determined Contributions of non-Annex I Parties Source: UNFCCC (2016)

20 TNA Project data Funding: GEF Implementing agency: UNEP in cooperation with UNEP DTU Partnership Scope: Phase I: 36 countries ( ) Phase II: 26 countries ( ) Phase III: 23 countries ( ) TNA Phase III expected Project start : Mid 2018 Timeframe: 3 years This Global TNA Project assists developing countries to determine their technology priorities for reducing GHG emissions and adapting to climate change

21 Overview of TNA steps TNA step 1 TNA Step 2 TNA Step 3
Identification and prioritization of technologies for mitigation and adaptation Identify national priority sectors and technologies Assess technologies through multicriteria analysis against national development priorities, potential for GHG reduction or vulnerability reduction, costs and benefits etc TNA Step 2 Barrier analysis and enabling framework Identification and analysis of legal institutional, financial, social, economic and other barriers Identification and analysis of policies and other measures for improving enabling frameworks Economic assessment of measures to transfer and diffuse potential technologies TNA Step 3 Technology Actin Plan Identification and description of required actions for inclusion in TAP Identification of activities needed to make implementation of actions work Elaboration of activities: timing, resources, responsible parties, etc

22 Deliverables of TNA process
D1: TNA Report Sector identification & prioritization Technology identification and prioritization in each prioritized sector D2: Barrier Analysis and enabling framework report Barrier analysis for each technology and enablers for addressing the barriers Enabling framework for technologies D3: Technology Action Plans Action plan for prioritized technologies per sector Action plan for each prioritized technology Cross-cutting issues D4: Project Ideas Specific project ideas for each prioritized sector

23 Future of Technology Needs Assessments
Whereas NDCs so far focus on targets and implementation plans, TNAs provide the opportunity for in-depth, thorough analyses; Technologies are central to achieving NDC targets, thus TNAs could become an integral part of the NDC implementation planning process; TNAs can play a unique role in the development of NDCs due to the information they offer on the implementation potential, ability and scale of technologies.

24 Entry points for research
TEC working paper Researching, developing and demonstrating climate technologies is part of PA mandates Developing countries can modify technologies to suit local conditions, yield new technologies thru innovation programs Support countries develop such capacities, enabling environment, financing, networking TNAs. INDCs. NAPs. Role of NDE and UNFCCC focal point crucial Projects: GEF. GCF.

25 climate technology research needs for
reducing greenhouse gas emissions, through sectors such as: Agriculture Industry Energy Transport Forestry Waste and adapting to climate change, via sectors such as: Agriculture Forestry Business Human Health Coastal Zones/Oceans Infrastructure/Human Settlement Disaster Reduction Terrestrial Ecosystems Early Warning Tourism Education Water resources Fisheries

26 Technology Needs Assessments - countries
TNA Phase III expected to start mid-2018 The Technology Needs Assessments project supported 36 countries between 2009 and 2013. The Technology Needs Assessments project, Phase II, was launched in November 2014 and will support the preparation of Technology Needs Assessments in 26 countries. Phase III of the Technology Needs Assessment project has been approved by the Global Environment Facility and will include 20 countries. The participating countries are Least Developed Countries and Small Island Development States.

27 Thank you
