Using UAV as a technology towards mapping and geospatial activities (GIS projects) in JUPEM Governance initiative and policy regarding UAV Drone management and practice as an emerging technology and method for surveillance, monitoring and natural resources and environment management Some projects and data presentation My outline focus on UAV definition and it uses in geospatial activity. 21 Why still an emerging technology?
Legislation and regulatory issues. Often, these are not clearly defined and may vary from country to country. Airspace restrictions apply. Due to the lack of effective sense-and-avoid technologies often strict operating rules apply. 22 There is a lack of clearly defined best-practices, guidelines, operating procedures, manufacturing standards, certifications, pilot training, safety features etc…. Whilst there is a plethora of pioneers in this field, many operate on the verge of legality or with poor operational standards. UAV (or drone) technology and related commercial applications are growing worldwide. Depending on the applications, UAVs can be deployed easily and cost-effectively, delivering up to date geospatial information real fast. Rotary UAV’s can map in-side buildings as well as outside. 27 Aerial Photographs In JUPEM, my organisation aerial photograph has been the prominent source of raw data for mapping. Many ways have been explored to achieve this data, including using UAV platform. High quality aerial photographs are an integral part of our map revision system, used to plot topographic features and heights.

28 Orthophoto Map An orthophotograph is an aerial photograph that has been rectified such that it is equivalent to a map of the same scale. Orthophotograph produced from aerial photography using UAV platform is a challenge to conventional aircraft flying due to some constraints JUPEM produce high quality orthophotograph and delivered to client who need it. 33 objectives OF Project To improve the capability of handling practical data capture via aerial photography which was critically hindered due to weather constraint, cloudy sky and high cost incurred To intensify the updating and production of various scale topographical databases, utility mapping database and database for raster images To assist in providing relevant source data Multi Purpose Cadastral (MPC) project To support the management of geospatial product and GIS-ready dataset To support the ministry and other agencies to carry out surveillance, monitoring, planning, emergency and safety alert program Objective of project are to improve data capture technic, intensify updating and production of map, MPC purpose such as 3D city modelling, to increase GIS data content in the database, as well as to support any surveillance, monitoring, planning, emergency and safety alert program

Allotment of task and staff to implement UAS as well as large scale camera activities Establishment of a special UAV unit in the Division of Geospatial Defense DCA registration to carried out UAV flying task Training and capacity building for UAS implementation Pay and allowances for staff handling UAV project Preparation of Guideline for Operational UAV according to UAV Standard Operating Procedure (SOP). A GIS-based data (vector) was overlayed on the orthopohoto captured in The red rectangle area is a new housing development. The new development area on the image was digitised and merged into the existing topographical database. UAV seemed to be quite efficient to do town map updating with some tolerable errors. 48 CGSO agreed that Chief Secretary General of Malaysia signs the national circular
General Circular on Guideline for the Procedure of Using UAS for Imaging Activity in Malaysia A circular under CGSO will be approved in the near future to be used by UAV operator apart from DCA’s guideline and policy. It is called General Circular on Guideline for the Procedure of Using UAS for Imaging Activity in Malaysia
