2 Today’s Objectives Review statutory requirements and completed Roadmap-development activities. Discuss emergent themes regarding research areas of focus and actionable steps. Summarize remaining Roadmap-development activities and timeline. Request Council approval of draft.

3 Review: Roadmap Definition
§ A. The Committee shall approve a Commonwealth Research and Technology Strategic Roadmap, a comprehensive research and technology strategic roadmap for the Commonwealth to identify research areas worthy of economic development and institutional focus.

4 Review: Roadmap Goal and Use
§ A. … The goal of the Roadmap shall be to develop a cohesive and comprehensive framework through which to encourage collaboration between the Commonwealth’s institutions of higher education, private sector industries, and economic development entities in order to focus on the complete life cycle of research, development and commercialization. B. The Roadmap shall be used to determine areas of focus for awards … from the [Virginia Research Investment] Fund and [from the CRCF].

5 Review: Roadmap-development Process
§ prescribes: Development of the Roadmap by SCHEV, to include: Selection of and consultation with a panel of independent experts. Consultation with public institutions’ chief research officers and identification of higher-education research priorities, common themes & supporting institutional & economic development assets. Solicitation of feedback from stakeholders; e.g., VASEM, tech councils, VEDP and private sector. Initial review by VRIC and Council. Submission of draft for review by governor, money-committee chairs and JCOTS (at least 30 days prior to VRIC action). Review and approval by VRIC. Submission of Roadmap to governor for final approval.

Interviews: Independent expert panelists (individual interviews) Chief research officers at public research universities (yielded institutions’ research priority lists and a catalog of institutions’ research assets) Other relevant stakeholders Meetings: Independent-expert panel (group meetings) University-based Economic Developers (UBED) SCHEV: Council; Finance Advisory Committee; Instructional Programs Advisory Committee Data Analysis: Reviewed prior data analyses, reports, etc. Performed new/additional analyses (SWOT, etc.)

August 13: VRIC reviewed and authorized to proceed. Today: Present draft Roadmap to Council for review, potential amendment & approval. September: Submit Roadmap to governor, money-committee chairs and JCOTS for review & potential amendment. October 8: Submit Roadmap to VRIC for review, potential amendment & approval. Mid-October: Submit VRIC-approved Roadmap to governor for final approval.
