1 FY18-19 EIC R&D FOA FY 2018 Research and Development for Next Generation Nuclear Physics Accelerator Facilities Web site: Announcement number for DOE National Laboratories: LAB Announcement number for other institutions: DE-FOA The rules are somewhat different for the labs and other institutions; this presentation is based on the announcement for the labs Dates No letters of intent No pre-proposals Full proposals are due on 01/19/2018 at 5 pm EST Anticipated selection and award dates: “It is anticipated that the award selection will be completed by July 15, It is expected that awards will be made in Fiscal Year 2018.” Funding $7M per year over two-year project periods No award ceiling for national labs Proposals are for two years FY18 and FY19, there will be no FY19 FOA

2 FOA Topics “R&D … should fall in the following general categories:
Accelerator R&D with the potential for the development of future generation accelerators, i.e., currently not under construction or approved design (e.g., EIC). Accelerator R&D with the potential for improved performance to existing user facilities that will lead to new capabilities.” “Priority will be given to potential initiatives identified by the community as compelling, such as in the NSAC LRP for Nuclear Science. Relative to a potential electron-ion collider, community sponsored review panels and workshops have identified a number of areas where focused R&D and prototyping could advance technical feasibility and pre- conceptual design; priority will be given to these areas of study. … Thus, the relevance of proposed electron-ion collider efforts to the R&D priorities established in that [Jones panel] report should be clearly articulated in the application.”

4 Proposals Multiple proposals can be submitted from a single institutions. Moreover, DoE prefers it if the proposals are separated based on topics and collaborations. Then they don’t have to do it themselves. “The project narrative must not exceed 16 pages of technical information, including charts, graphs, maps, photographs, and other pictorial presentations, when printed using standard 8.5” by 11” paper with 1 inch margins (top, bottom, left, and right). For collaborative proposals, the project narrative page limit is 24. The font must not be smaller than 11 point.”

6 Collaborative Proposals
“Collaborative proposals submitted from different institutions must clearly indicate they are part of a collaborative project/group. Every partner institution must submit an proposal through its own sponsored research office. Each collaborative group can have only one lead institution. Each proposal within the collaborative group, including the narrative and all required appendices and attachments, must be identical with the following exceptions: Each proposal must contain a correct cover page for the submitting institution only. Each proposal must contain a unique budget corresponding to the expenditures for that proposal’s submitting institution only. Each proposal must contain a unique budget justification corresponding to the expenditures for that proposal’s submitting institution only. Our intent is to create from the various proposals associated with a collaborative group one document for merit review that consists of the common, identical proposal materials combined with a set of detailed budgets from the partner institutions. Thus, it is very important that every proposal in the collaborative group be identical (including the title) with the exception of the budget and budget justification pages.”
